Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Head of Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Head of Cluster who has the overall authority and accountability for the performance of the Peace and Security Cluster on behalf of its clients.

One of the main objectives of the Peace and Security Cluster is to rapidly deploy project personnel to the field. To accomplish this, it has established a Pool of Experts, from which it deploys and re-deploys personnel in order to fulfil personnel vacancies.

The African Union/United Nations Hybrid operation in Darfur (UNAMID) - Ordnance Disposal Officer (ODO) was establish in 1st May 2011. It has its headquarters based in El Fasher, North Darfur co located with the UNAMID Force Headquarters. To cover all of the Five Darfur States, UNAMID ODO has established five sub offices in El Fasher, Nyala, Central Darfur, West Darfur and East Darfur. As the Mine Action Component of UNAMID, the office is mandated to coordinate all mine and Explosive Remnant of War (ERW) clearance Activities in Darfur.

Functional Responsibilities

Working under the direct supervision of the International Operations and Quality Assurance Officer and the overall supervision and technical guidance from the Deputy Program Manager, the incumbent will perform the following functions in Zalingi, Nyala and El Geinina Sector Offices:

• Support the State Liaison Function (SLF) office as a focal point for providing general and approved information on explosive remnants of war (ERW) response across the State;
• In close consultation with senior team member, provide recommendations for the planning and coordination of operations activities delivered across the Area of Responsibility (AoR);
 • Assist in drafting task orders, plans, reports and related documents as required to support ERW response activities; 
• Support in the monitoring of all operations across the AoR through regular field visits, quality assurance and reporting and including for the accreditation process for new implementers; 
• Conduct debriefing with contracted organisations following QA assessments and provide information on any specific corrective actions to be taken following an inspection which finds a critical non-conformity; 
• Collect operational related information; analyse and disseminate this as approved to all stake holders;
• Prepare and submit timely routine and ad-hoc reports to headquarters and other stakeholders; 
• Provide information regarding the ERW threat in the AoR;
• If requested, act as a member of ERW incident panel and for any integrated assessment / verification missions; 
• Maintain constant liaison with the all stakeholders especially the National Ordnance Disposal Office Operations Officer to ensure that maximum cooperation is provided in support of ERW operations; 
• Assist with liaison and information exchanges with all Mine Action role players including local government authorities, Sudanese National Police, Sudanese Armed Forces, commercial contractors, NGO’s and other UN Agencies to ensure unreserved cooperation in the tasking and deployment of the implementing partners teams; 
• Assist in the monitoring of the security situation to assist in ensuring that the implementing partners deployments are not delayed by lack of security clearance, provision of escorts or threats to operations;
 • Support implementing partners by ensuring compliance with the National Technical Standards and Guidelines (NTSGs) in Sudan and the ODO SOP - Task Management System; 
• Participate in all Mine Action coordination and technical working group (TWG) meetings as requested; 
• Liaise with other UN agencies, funds and programs, NGOs and local authorities for ERW operations related issues including priority setting and reporting of hazardous areas; 
• Perform any other tasks and functions as assigned by the supervisor and / or Senior Management.

Education/Experience/Language requirements

Education: 
  • A First-level University degree (Bachelors or equivalent) in Social Work, Social Science, business or other related fields with a minimum of two (2) years relevant experience OR;
  • Secondary diploma (high school or equivalent) with Six (6) years of relevant experience required; 
Experience and skills: 
  • Minimum of 2 years’ experience in the Mine Action Operations (Demining/Risk Education) and Quality Assurance is required;
  • Formal Explosive Ordnance Disposal level 2 training is required;
  • Explosive Ordnance Disposal Level 2 certificate is required;
  • Experience with UNMAS is highly desired; 
  • Experience working according to the National Mine Action Standards and ODO Task Management System is desired; 
  • Experience in usage  of computer skills including MS Office, drafting of letters, memoranda, and minutes is desirable; 
  • Experience working with UN/UNOPS rules and regulations will be considered an asset;
 Language: 
  • Fluency in English and Arabic (writing, reading and speaking) is required; 
  • Knowledge of another UN language is an asset. 
Others:
 • Able to travel to all areas in Darfur is required;
