CONTEXTUAL BACKGROUND

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary: Under direct support and supervision of the Deputy Manager Health Operations, the camps Operations Officer is responsible for supply chain activities and daily operational needs within the IRC camp clinics including procurement, maintenance, asset management, following up and assessing needs, etc. This position will be based in Mafraq with travel to field sites throughout Northern Jordan.

Major Responsibilities:

  • Raise and track procurement requests for Health Facilities in the camps, in line with the budgets and needs of the health program working closely with supply chain, finance, and other departments, under the supervision of the Deputy Manager Health Operations.
  • Warehouse management and correct distribution of items with proper knowledge of record keeping.
  • Support the DMHO and other Health Operations team, to ensure smooth administrative functioning of all locations.
  • Oversee the compilation and storage of records and other related documentation.
  • Compile monthly reports and tracking documents as requested by the DMHO
  • Respond to any maintenance-related issues (water, electricity, fencing, etc) for any of the health program locations, especially the camps (Za’atari and Azraq).
  • Conduct minimum weekly check of all IRC health facilities and operating areas in Za’atari and Azraq to ensure that facilities are in good working order; no damages or safety/security gaps.
  • Backstop the health operations team for submitting the access permit for suppliers and vendors or any visitors to thecamps

·Under guidance and supervision of DMHO, support construction of new centres/facilities in the camps, according to funding status

Qualifications

Education:  Bachelor’s Degree in Logistics or any related field

Work Experience: 2-5 Years’ experience in operations, procurement, and logistics, preferable in the camps.

Demonstrated Skills and Competencies: Able to work under pressure, able to multitask, excellent team player and able to work in a multinational environment.

Language Skills:Fluency in Arabic and high proficiency in English.

Certificates or Licenses: Driving License

Working Environment

The IRC provides primary health care services to Syrian refugees and vulnerable Jordanian communities in Mafraq, Irbid, Ramtha, Azraq and Za’atari Camp through fixed and mobile clinics. The position will be based in our Mafraq office, which houses multiple teams. Offices are shared and the pace is fast, with constant face-to-face coordination, and communication via email, phone, and Skype. There is occasional travel to mobile and fixed clinics in Za’atari Camp, Azraq Camp, Irbid, Ramtha, and Mafraq city. Working Hours are from 8:00 AM till 4:30 PM with half an hour break, Transportation is provided to the field office from Amman and Irbid.
