NRC in Iraq

The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire. 

NRC has been present in Iraq since 2010, with offices located in Baghdad, Erbil, Dohuk, Kirkuk and Mosul.  We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile.  Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq.  Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.

Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters.  We pay particular attention to gender equality and ending gender-based violence (GBV).

       CCCM Technical Officer- Nineveh

The purpose of a CCCM Technical Officer is Identify, analyze and prioritize camp needs in order to avoid duplication and gaps in assistance and protection. When gaps are identified, reach out to service providers, advocating for timely and effective intervention.

Role Specific Information:

  1. Implement demographic data collection exercises and ensure transparent and appropriate information sharing with all relevant stakeholders in a manner that upholds the principle of confidentiality.
  2. Oversee the process of registration of new arrivals at the camp and provide regular update to the CCCM Cluster regarding demographic changes.
  3. By using Cluster-approved tools, monitor service provision in the camp against agreed upon guidelines, standards and indicators with the view to improving quality of the response and promoting accountability of actors.
  4. Monitor and maintain database of distributions and services
  5. Establish and strengthen an effective and transparent coordination system in the camp, including coordination of service provision and other defined camp activities.
  6. Ensure representation for NRC towards partners and community representatives and be the focal and develop a continuous and constructive communication with all stakeholders. 
  7. Ensure participation of the camp population in camp activities with particular emphasis on meaningful inclusion of women, children, elderly and persons with specific needs in decision-making processes.
  8. Promote, facilitate and develop an accountability mechanism towards the camp population, including set up of complaints and feedback mechanisms.
  9. Support the development of effective referral mechanisms in the camp in close collaboration with relevant stakeholders and protection actors.
  10. Upon the PM’s request, improve knowledge and familiarity with a number of Camp Management related topics/concepts with partner organizations through workshops on roles and responsibilities, humanitarian standards, community participation and information management, etc.

Our Ideal Candidate:

A university graduate or higher education in social science or relevant fields with (3) three years’ work experience in data management in humanitarian/recovery context is required. Ideally the candidate should be able to use MS Word, Excel, PowerPoint and Outlook. S/he should be able to meet deadlines. Fluency in spoken and written English and Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.
