Role Overview

Supporting Medair’s M&E functions including information management processes in country. Design and implement assessments, M&E systems, and all surveys. Role of MEAL/IM officer is to ensure that all M&E functions are conducted in accordance with project agreements. The MEAL/IM Officer will support the Project Managers as well as the Projects Coordinator in all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for program and all projects. S/he will provide technical field support on the M&E work. The MEAL/IM Officer will work closely with project teams to assess field conditions, support capacity building initiatives, and facilitate the collection of quality data under the supervision of the Project Manager.

Project Overview

Medair’s emergency response team and partner World Concern completed shelter and hygiene kit distributions for Rohingya refugees in November, 2017, and Medair is now transitioning into longer-term programming with a focus on nutrition and health services and provision of transitional shelters in the refugee camps.

Starting Date & Initial Contract Details

As soon as possible. Full time, 6 months.

Key Activity Areas

M&E Systems development

  • Develop assessment and monitoring plans for all proposals.
  • Ensure M&E/IM requirements are budgeted at appropriate stage in programme management cycle.
  • Coordinate and oversee implementation of baseline surveys, needs assessments, KPC surveys, midterm and end of project evaluations and other relevant monitoring and evaluation activities.
  • Develop survey tools and other data collection forms for assessments and monitoring programmes.
  • Ensure the writing of timely and accurate analytical reports for lessons learned, assessments, monitoring and donor reports and proposals.
  • Input into the development of the country strategy, new projects and donor proposals as requested.

Data Collection & Data Entry

  • Developing and updating Open Data Kits (ODK) forms to ensure high quality data collection.
  • Providing practical training for data enumerators and supervisors.
  • Develop organizational capacity for multimedia and information alerting usage.

Data Protection and Data Management

  • Be responsible for data accuracy and data cleaning.
  • Implementing beneficiary data protection protocols.

Computer Programming & Technical Development

  • Developing technical capacity with new tools and assisting others in the team to follow.
  • Test, evaluate, and implement new technologies as necessary.

Data Analysis, Visualization and M&E Reporting

  • Analyse data to produce relevant indicators.
  • Responsible for monitoring and evaluation reporting.
  • Produce automated Qlik Sense reports.
  • Suggest ways to facilitate data collection and the flow of data within project field teams.
  • Perform regular field visits to ensure the quality of data collected by project team and to verify the accuracy of reported data.

Qualifications

  • Degree in public health, biostatistics, international development or other relevant social science.
  • Formal training in IM.
  • Strong working knowledge of English (spoken and written).

Experience

  • Relevant professional experience working with information management (1 year).
  • Experience using data for reporting purposes.
  • Experience in use of tablets & smartphones and associated software.
  • Good report writing and problem solving skills. Excellent organisational skills.
  • Able to oversee multiple tasks, prioritizing and delegating as required.
