The United Nations Children’s Fund (UNICEF) in Vientiane, Lao PDR is looking for a qualified International Individual Consultancy for District-Level Education Bottleneck Analyses. The assignment will start from January to April 2019. The consultancy will be undertaken in a combination of remote support and in-country work.

The United Nations Children’s Fund (UNICEF) in Vientiane, Lao PDR is looking for a qualified International Individual Consultancy for District-Level Education Bottleneck Analyses. The assignment will start from January to April 2019. The consultancy will be undertaken in a combination of remote support and in-country work.

Main Duties and Responsibilities:

The purpose of the assignment is to support the MoES to undertake an education bottleneck analysis at district level (one district per province for two provinces - Attapeu and Savannakhet). The education bottleneck analysis will be undertaken in synergy with the WASH bottleneck analysis which will be carried out in parallel. The consultant therefore will work with another WASH international consultant (to be engaged by UNICEF separately) to undertake the bottleneck analyses in a coherent manner between WASH and Education.

The contracted expert on the matter will be expected to perform a minimum of the following tasks. The analyses will be undertaken at district level:

  • Desk review, based on the existing relevant quantitative and qualitative data and information, as well as related key documents of the government and other key stakeholders
  • Develop a workplan outlining the methodology, objectives, outcome areas, activities, responsibilities, timelines and resource requirements for the bottleneck analysis.
  • Draft/adapt and finalize tools
  • Set the agenda and materials for the training, and implement workshops, compile documents and evidence, and preparing presentational materials.
  • Provide in-person training and facilitate workshops.
  • Provide advice on the post-workshop activities and required expert support
  • Data/information consolidation and cleaning, to make it ready for analysis
  • Final Bottleneck Analysis Report, with a summary PowerPoint presentation, and a summary of key findings.                               

    The expert should have the following qualifications and experience:

    • Advanced degree (Masters or PhD) in education or social science.
    • A minimum of ten years of professional experience in the development sector, with at least 5 years in Education, with considerable time spent working in developing countries (in South-East Asia is an asset)
    • Proven experience in research and analysis of development programmes, reviewing and summarising both quantitative and qualitative data and information. Experience in undertaking bottleneck analysis.
    • Demonstrated substantial policy experience, development of training and advocacy material, preparation of reports, and preparing and delivering workshops
    • Excellent communication, including presentation and writing skills. Highly proficient in use of English, both written and spoken communication.
    • Familiarity with UNICEF mission, mandate and Education programmes is desirable.
