Background Information Pakistan

UNOPS commenced operations in Pakistan in 1999 and significantly up-scaled activities from 2005 onwards to support populations affected by and vulnerable to earthquakes. In 2010, UNOPS opened a permanent office in Islamabad to support the Government of Pakistan and other partners to undertake humanitarian and reconstruction services, following the most devastating flood in the nation’s history.

UNOPS Pakistan has been implementing projects in the areas of early recovery and reconstruction of community infrastructure, project management and related monitoring and verification, community development, fund management, and procurement. Supported strategically by a regional operational hub and UNOPS headquarters in Copenhagen and within the overarching framework of the ONE UN Programme, UNOPS Pakistan continues to deliver projects across the country under its core delivery practices of sustainable infrastructure, sustainable procurement, and sustainable project management.

UNOPS is based in Islamabad and has a provincial office in Peshawar. In addition, UNOPS is administrating Global Environment Facility (GEF) small grants on behalf of UNDP to support community led projects in Baluchistan. Similarly, UNOPS is also acting as the Local Fund Agent of the Global Fund. In Pakistan, UNOPS monitors a grant portfolio of $600,000,000 by undertaking regular and mandatory field visits across the country including FATA to provide independent monitoring of the activities carried out by the grantees of the Global Fund.

Functional Responsibilities


Purpose and Scope of Assignment

Under the overall guidance, direction and supervision of the Partnerships Management Specialist (PMS) the Partnership Development Associate will be responsible for providing support services to activities.  S/he is expected to support the PMS with proposal writing and other partnership management and communication related activities.


  • Facilitate in the management of partnerships, including Governments, Intergovernmental Organizations, UN entities, International Financial Institutions (IFIs), NGOs, private sector, and academia as advised by the PMS.
  • Support to maintain day-to-day relationships with key partners through email/phone and  schedule, convene and coordinate partnership activities, with a particular emphasis on energy efficiency.  
  • Support and manage the development of new engagements using UNOPS systems in line with UNOPS organizational requirements
  • On behalf of PMS, participate in and report on the relevant meetings. Provide input to the PMS on project development issues as may be notified by  UNOPS project managers.
  • Contribute to the engagement review process ensuring the quality of information for new engagements and facilitating clearances and approvals
  • Facilitate and/or co-attend in meetings with potential partners, document and record discussions to support follow-up of relevant actions.
  • Prepare briefing materials (talking points, background notes) and presentations to engage with partners
  • Support impact investing initiatives, including meetings and research on partnership and project opportunities
  • Contribute to the organization of official and field missions of the PMS.

Education/Experience/Language requirements

Education

  • Secondary education with relevant experience is required. 
  • A bachelor’s degree in a relevant field of study will be an asset 

Work Experience 

  • A minimum of 7 years of relevant experience is required with secondary education. A bachelor’s degree in a relevant field of study will be an asset and may substitute for some of the required years of experience.
  • Experience in supporting field research is required.
  • Experience in supporting project design is an asset
  • Experience of working of and within UNOPS rules and regulations regarding procurement and administration is an advantage.
  • Experience of the operational process flow of UNOPS would be an asset.   
  • Experience of working with government institutions would be an asset.

Languages
  • Excellent knowledge of both written and oral English is required. Knowledge of Urdu and/or other local languages is an advantage.
