Assist Child Protection in Emergencies Unit in drafting the Child Protection in Emergencies inputs into the Child Protection Annual Results Report (and related corporate reports, PDAR and EDAR) and the UNICEF’s Office of Emergency Programmes (EMOPS) 2018 Annual Results - Humanitarian Action.

Background & Rationale

The 2018 Annual Results Reports will represent a first opportunity to report on the 2018-2021 Strategic Plan. It is anticipated that the Annual Results Reports will report per goal area; specifically, on Goal Area 3 in Child Protection Section’s case. Child Protection/Child Protection in Emergencies (CPiE) Unit contributes to achieving Goal Area 3 and provides inputs into the Annual Results Report for Goal Area 3. The report highlights global results for children, progress and challenges against the outcomes and outputs as set out under Goal Area 3 of UNICEF’s Strategic Plan (Every child is protected from violence and exploitation). In addition to the Annual Results Report, and related to reporting on results, Child Protection in Emergencies Unit contributes to the Child Protection Section’s inputs annually including to two other UNICEF corporate reports, namely the Programme Division Annual Report (PDAR) and the Executive Director Annual Report (EDAR). These reports are produced in accordance with the guidelines and timeframes established by Programme Division and the Division of Research and Policy. In addition, the Child Protection in Emergencies Unit also inputs to UNICEF’s Office of Emergency Programmes (EMOPS) 2018 Annual Results - Humanitarian Action. These documents build off the reporting in the Humanitarian Action for Children (HAC) and the Country Office Annual Reports (COAR). More generally, the Child Protection in Emergencies Unit is called on to input into various briefing notes and documentation.

Purpose

The Purpose of this consultancy is to assist Child Protection in Emergencies Unit in drafting the Child Protection in Emergencies inputs into the Child Protection Annual Results Report (and related corporate reports, PDAR and EDAR) and the UNICEF’s Office of Emergency Programmes (EMOPS) 2018 Annual Results - Humanitarian Action.

Expected results: (measurable results)

The timeframe for this consultancy is for six months, the consultant will be paid for the specific deliverables during the consultancy period up to the end of June 2019. The deadlines for inputs into the reports are strictly defined, however there will be several stages of internal clearance of the inputs.

The Expected results are as follows:

  1. Child Protection in Emergencies inputs into the 2018 Child Protection Annual Results Report
  • Conduct analysis of CPiE results from the Results Assessment Module (RAM), Strategic Monitoring Questions (SMQs) and Country Office Annual Reports (COAR). The Quality Assurance of the SMQs will be undertaken by the programme focal points
  • Liaise and conduct face-to-face and/or remote (by phone, skype, or email, as required) consultations with Child Protection in Emergencies NYHQ team to discuss the outcome of the RAM, SMQs and COAR analysis.
  • Collate inputs from across the team and prepare the first draft based on the feedback from the Child Protection in Emergencies and Planning and Evidence Building teams, Child Protection Section.
  • The consultant will be responsible for writing, editing and coordination of inputs.
  1. Child Protection in Emergencies inputs into the UNICEF’s Office of Emergency Programmes (EMOPS) 2018 Annual Results – Humanitarian Action:
  • Conduct analysis of CPiE results in Country Office Annual Reports (COAR) and Consolidated Emergency Reports (CER) for the Annual Results- Humanitarian Action
  • Conduct data consistency check between the HARR and Annual Results Report, in consultation with ARR writer.
  • Liaise and conduct face-to-face and/or remote (by phone, skype, or email, as required) consultations with Child Protection in Emergencies Staff to discuss the outcome of the HAC analysis.
  • Produce first draft, including potential case studies, based on the feedback from the Child Protection in Emergencies and Planning and Evidence Building teams, Child Protection Section and according to the template provided by EMOPS.
  • The consultant will be responsible for writing, editing and coordination of inputs.
  1. Additional Child Protection in Emergencies Reports/ papers/ briefing notes:
  • Prepare presentation, talking points and background notes for donor/partner briefings
  • Editing, proofreading and providing quality assurance. Editing may require rewriting, abridging and restructuring text for greater readability and better logical sequence.
  • Preparation of repository containing all core 2018 Annual Results Report documents to feed into overall Child Protection Section Annual Results Report repository.

Duty Station: Remote-based with one mission to New York if needed for face-to-face meetings

 Key competences, technical background, and experience required Deadline

  • Bachelor degree in communications, journalism, social sciences or related field.
  • At least five years in writing/editing/copy-editing/proofreading experience on English language publications, preferably one or more UN corporate reports
  • Fluency in both written and spoken English (French as additional language is desirable).
  • Good inter-personal and communication skills.
  • Proven ability to work both independently and as part of a team.
  • Familiarity with UNICEF’s child protection programmes in emergency contexts preferred.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.  

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
