Position Description

The Program Officer will form a key part of our AAGS’ team, delivering a project designed to enhance and coordinate the efforts of local NGO partners in Jordan and Lebanon. The Programs Officer will work closely with AAGS support staff in Asylum Access Headquarters (AAHQ) and will report directly to the Associate Director of Programs. The position will require the development of a close working relationship with our local NGO partners, there will be a particular focus on a review of the delivery and management of their programs. The Program Officer will be tasked with developing advice, procedural documents, and technical tools to expand and enhance partner programs and to develop new programs to fill any gaps in services that are identified. The Program Officer will also be expected to play a role in developing better relationships between NGO partners and in supporting their development of a joint, coordinated advocacy plan.

 

Key Responsibilities

  • Conduct a thorough review of partner NGO working practices and programmatic management tools.

  • Propose, develop and implement a range of tools to enhance the quality and efficiency of partner organisation programs.

  • Provide training and capacity building workshops to support the integration of new tools into existing work practices.

  • Coordinate meetings between NGO partners to facilitate the development of a joint, collaborative advocacy plan.

  • Support the agreed advocacy plan with guidance and tools and to ensure relevant actions are carried out in a timely manner.

  • Conduct and manage Monitoring & Evaluation (M&E) activities to assess the impact and success of both NGO partner programs and the AAGS project.

  • Draft relevant donor reports and keep the AAGS team up to date with regular progress reports.

  • Represent Asylum Access at regional roundtables or conferences relating to refugee issues.

  • Promote the work of Asylum Access, and our Global Services Program to future potential partners and donors.

 

Minimum Qualifications

  • Bachelor’s degree in Law, International Development, Human Rights or another relevant subject (a Masters degree in a relevant field is desirable).

  • Significant working experience of or detailed understanding of the refugee context and framework in either Lebanon or Jordan.

  • Experience in developing and delivering programmatic tools, training programs and procedural guidelines.

  • Experience of coordinating advocacy approaches.

  • M&E experience, especially with regard to designing tools to assess impact and measuring the effectiveness of programs.

  • Strong research, writing and communication skills.

  • Strong initiative and ability to take ownership of projects, manage multiple deadlines, and work effectively with a high attention to detail.

  • Experience working with community-based or direct action organizations is a plus.

  • Advanced working knowledge of Microsoft Powerpoint and Google Slides.

  • Basic working knowledge of Gmail, Google Drive, and related tools (Docs, Sheets, Calendar, etc.)

  • The ability to speak fluent English and Arabic is essential.

 

Hours and Location of Work

The Programs Officer is a full time position based in Beirut, Lebanon or Amman, Jordan. Candidates should be aware that some flexibility regarding working hours is required in order to take out of hours calls and meetings with international colleagues. Some travel between Jordan and Lebanon will likely be required in this position. This position offers a one-year contract.
