Organisational Context

The Division of Judicial Services (DJS) is one of the three divisions of the Registry which consists of the Court Management Section, the Language Support Section, the Counsel Support Section, the Detention Section, the Information Management Services Section, including the ICC Library, the Office of Public Counsel for the Defence, the Office of Public Counsel for Victims and the Victims Participation and Reparations Section. The Division is responsible for, inter alia, the support of the judicial activities such as organization of courtroom hearings, providing efficient interpretation and translation, the administration and management of victims participation and reparations, providing information services, administration of legal aid, and facilitating the appearance of detained persons at hearings. The Division also cooperates with and supports the work of the Immediate Office of the Registrar, the Division of Management Services, and the Division of External Operations on particular matters including special projects, and work which may have a judicial dimension such as the surrender of suspects to the Court.

The Office of the Director is responsible for a holistic, well-integrated, strategic and coordinated approach to the Division’s aims and activities. These include the supervision or taking part in projects of strategic importance such as those related to the IT strategy, information security, the Judicial Workflow Platform, the Case Law Database and the Information Management Governance Board. In addition, and further to coordinating and supervising the work of each Section, including on matters such as the implementation of audit recommendations, and follow up to investigations by the Independent Oversight Mechanism when required, the Office of the Director assists in preparing the annual budget and is responsible for creating synergies among the sections of the Division. The Office of the Director ensures coordination of judicial activities and the implementation of Chambers’ orders and instructions where action by the Registry is required.

Duties and Responsibilities

Under the supervision of the Director of Division of Judicial Services, the incumbent will be responsible for the following tasks:

  • Provide legal, procedural, policy-related, strategic, operational and corporate governance advice to the Director on matters related to the judicial proceedings, the relationship with Presidency and Chambers at the administrative level, or to the work of any of the Sections under the Director’s mandate;
  • Support the Director in the overall coordination of the Division and facilitate the decision making process, including during crisis management, with particular responsibility in identifying issues that could have an impact on the judicial process, and advise on relevant solutions;
  • Serve as focal point for the Division in relevant coordination meetings and working groups and provide advice and assistance in resolving relevant Registry procedural and judicial support matters;
  • Provide advice and participate as DJS focal point in the Registry process of preparation, approval and management of the yearly budget of the DJS.
  • Ensure good coordination and facilitate communications of specific judicial and non-judicial matters affecting the Registry on a daily basis, thereby contribute to the smooth running of the judicial process and of the Registry by ensuring efficient and timely execution of judicial and non-judicial orders and relevant requests;
  • Ensure the efficient and effective interaction with the Registry’s stakeholders, including Chambers, Sections under the Director’s mandate, parties and participants to the judicial process, Immediate Office of the Registrar, relevant focal points of other Divisions of the Registry and other bodies both internal and external to the Court as the case may require;
  • Draft correspondence on behalf of the Director, including internal legal and non-legal submissions as required;
  • Undertake legal research and analysis and provide legal support services and advice to the Director on strategic assistance to relevant stakeholders, in particular on judicial and administrative matters that may have an effect on the strategy and policy of any of the Sections within the Division;
  • Provide strategic support to the Sections within the Division of Judicial Services in their specific assignments and in the preparation of strategic budget related information;
  • Perform any other duties as requested.

Essential Qualifications

Education:

Advanced university degree in law, preferably with specialisation in criminal, international, human rights or international criminal law is required.  A first-level university degree, in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Experience:

A minimum of five (5) years of relevant progressively responsible professional experience (seven (7) years with a first level university degree) in the field of international law, criminal law, or human rights law is required.

Extensive knowledge and practical experience in a judicial setting (with emphasis in international criminal law) are highly desirable.

Relevant work experience in the office of an executive manager or international civil servant at the senior level is required.

Work experience in at least one of the areas under the supervision of the Director, such as Court Management, Detention, Language Services, Counsel Issues and Rights of the Accused and Victims’ Participation is required.

Work experience in projects of a legal, managerial and budgetary nature.

Knowledge, Skills and Abilities:

-  Excellent legal drafting skills;

- Excellent analytical and risk assessment skills in identifying matters that would affect policy, strategy, operations and implementation of judicial orders;

- Strategic planning, managerial, and administrative competence on areas including budget, financial and human resources issues;

  • Knowledge of court procedures;
  • Excellent interpersonal and communication skills (spoken, written and presentational) including drafting skills and ability to write reports addressing complex issues in a clear and concise manner;
  • Ability to establish and maintain effective working relations with people of different national and cultural backgrounds with respect for diversity;
  • Ability to keep strict standards of confidentiality;

Knowledge of languages:

Proficiency in one of the working languages of the Court, English or French and working knowledge of the other is required. Fluency in both is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
