Introduction:

 

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

The Global Green Growth Institute (GGGI) has been working for several years with the Government of Colombia (GoC) to advance the green growth agenda, which is of great importance to achieve its goals concerning economic development, environmental sustainability and social inclusion. In their role as advisor, GGGI joined the GoC on the definition of an encompassing green growth strategy within the National Development Plan 2014 - 2018, which for the very first time has defined goals of environmental sustainability at the sector level.

 

As part of its collaboration with the Government of Colombia, in partnership with the National Planning Department of Colombia, GGGI performed a Green Growth Potential Assessment for the Country, resulting in a Green Growth Diagnosis for Colombia that served as crucial technical input to design a Long Term Green Growth Policy, reflected in the policy document CONPES 3934/2018.

 

Likewise, GGGI is aiming now to support the Colombian Subnational Governments to develop a Green Growth Potential Assessment (GGPA), particularly in three Provinces: Antioquia, Meta, and Nariño, aiming to understand their overall status and performance in key green growth areas. In this regard, GGGI Colombia intends to apply a practical tool called Green Growth Potential Assessment (GGPA) developed by the GGGI, to conduct a rapid yet comprehensive assessment of these Province’s green growth potential, being as well the initial step to design their strategic and appropriate engagements concerning green growth.

 

GGGI will work together with local authorities to produce a GGPA Report for each of those provinces, which will inform the priorities to boost green growth in them.

 

Objectives/Purpose of the Assignment:

 

The major objective of this assignment is to apply the Green Growth Potential Assessment –GGPA methodology to three Colombian Provinces to support the local governments in carrying out a gap analysis as a preliminary step toward the formulation of green growth policies and projects. This is envisaged to generate value-added information that could provide clear structure and inputs in designing subnational green growth policies. The GGPA will contribute to understand these Provinces’ green growth context specifically its key challenges, opportunities, priorities, and potential interventions. The findings of the assessment will be useful for the Subnational authorities in identifying the key issues, opportunities and goals for making the transition towards green growth.

The GGPA could also inform the international development community and potential investors, regarding the overall green growth landscape in the country regions and can thus influence the way development assistance and investment flows are channeled in various sectors.

 

Scope of Work:

The completion of the GGPA Process in Antioquia, Nariño and Meta will lead up to the drafting of three GGPA Province Reports, which are expected to provide critical analytical inputs to make decisions on green growth planning and implementation. It will identify priority issues based on objective and systematic assessment of provinces’ green growth status using a set of indicators and in close consultation with experts and local stakeholders.

 

The implementation of the GGPA methodology in the provinces will be carried out by developing three components:

 

Component 1. Green growth diagnostic

The main output in this component is the identification of a set of priority issues in each of the three Provinces that are identified to have the highest greening potentials based on the measurement of green growth indicators and national and international comparisons, while taking into account related findings and analysis.

 

To achieve this output, a review of regional economic, environmental and social conditions will be performed through a set of indicators. The GGPA methodology implementation will require the scrutiny of information systems and building of databases with available information and, if required, the use of alternative methods to correct missing information, in collaboration with local stakeholders.

 

Component 2. Validation and consultation

The main output in this phase is a set of validated and prioritized green growth issues in which the policy makers and key stakeholders must focus the green growth policies and investment projects in the future, based on the conclusions drawn from the diagnostic indicators and the analysis of the main causes of underperformance areas and the linked sectors of the economy.

A Validation and Prioritization Workshop will be conducted in each Province to achieve this output, with the participation of concerned local stakeholders, experts and policy makers. The team will organize the consultation Workshop described under this component to be held during weeks 23-25, once Component 1 of diagnostic and research is completed. During the workshop, the Project Leader will present the findings of Component 1 (situational analysis), and both consultants, the Senior Advisor and the Analyst, shall be responsible in carrying out the Delphi surveys, processing the results using the fastest and most efficient means possible (using an electronic system), ensuring adequate attendance from the participants to obtain robust and reliable results, and drafting a comprehensive documentation of the findings to be utilized in the workshop. The team, particularly the Regional Associates will identify and communicate with potential participants from all government agencies, as well as relevant individuals from the private and non-government sectors to participate in the workshop. The logistics and all direct costs for holding the workshop will be borne by GGGI.

 

Component 3. Preparation of final reports and presentation of results

The main output in this component is the definition of the green growth concept and path for each Province as well as the main objectives in order to achieve an optimal transition towards green growth. These outputs will inform the Provinces design of future green growth policies, plans and projects. 

 

Before the end of the consultancy, GGGI will organize an event with stakeholders in each Province to present and validate the final results of this study. All direct costs for holding these final events will be borne by GGGI. It is expected that the Project Leader presents the main findings of the study, while the Consultants -Senior Advisor and Analyst- will have a protagonistic role in the events planning and execution. The consultants shall be responsible for incorporating in the final reports the appropriate inputs coming out of this session.  

 

Upon completion of the assessment, the final deliverable should be able to tackle, inter alia, the following key questions:

 

1)           What are the key drivers of change, constraints, and untapped opportunities of the three selected provinces in relation to pursuing green growth in the context of sustainable development? 

1.1)        Which green growth pathway is following each province (i.e., Eco-Efficient Growth (EEG), Eco-Friendly Growth (EFG), or Climate-Responsive Growth (CRG), Social-inclusive Growth (SIG))

1.2)        What is the Regions’ current green growth performance and what is the performance of its peer provinces with more or less similar capacity? Is these regions performance at par with Colombia’s performance and other countries of regions of the world?

1.3)        If the province performance in a particular area is much lower than its peers, what factors explain this? Is this largely due to predetermined conditions (whether biophysical, climatic and other structural constraints) that the country is grappling with, and thus are inevitable; or could it be more attributed to more human-induced factors (such as lack of policies and insufficient investment, etc.)?

1.4)        What are the actions to be taken to address barriers and enhance the Colombia’s green growth potential?

2)           Based on desk review and stakeholder consultation, what are the priority sectors/areas that have the highest greening potentials?

3)           What are the strategic axis for the green growth subnational planning and implementation in terms of priority areas, policy guidelines and green growth performance indicators relevant for these Colombian provinces?

 

It is worth noting that the identification of green growth priorities on the key issues to be addressed in the development of the green growth planning must be framed in the context of the National Green Growth Policy (CONPES 3934/2018), the Colombian National Development Plan 2018-2022, the formulation of national targets under the new Sustainable Development Goals, Colombia’s INDC, the Colombian Low Carbon Development Strategy, and the policy recommendations in the framework of the OECD membership to ensure alignment and harmonization of subnational and national objectives and targets. Other related initiatives may be considered.

 

The Team

 

For this assignment, GGGI will work with a team that will be coordinated by a Project Leader (a GGGI staff member). Two consultants will be engaged by GGGI to join the team: a Senior Advisor and an Analyst, who both will work closely with three Regional Associates located in Antioquia, Meta and Nariño. The team will also take in technical advisory and logistic support from other GGGI staff.

 

They team roles will be played as follows:

  1. Team Leader, will guide the whole project to perform the GGPA in the three selected Provinces
  2. Consultant - Senior Advisor Economist, will deliver the products indicated in these terms of reference
  3. Consultant – Economic Analyst, will develop and support most of the project activities, delivering draft documents and contributions to the final reports
  4. Regional Associates, will act as linkage with the three Provinces, will contribute to the technical analysis and support operational and technical activities.
  5. GGGI staff from Headquarters, will offer methodological guidance and product review.
  6. GGGI officers from Colombia Team, will offer their technical knowledge and expertise to ensure the quality of the assessment results.
  7. GGGI Operations Staff, will support the logistics when required.

 

The Senior Advisor Economist Consultant will work according to the Project Leader directions, and in coordination with the Economic Analyst Consultant and the other members of the team. These two consultants will work together as a team, supporting the work of each other. Since the work will be undertaken in close cooperation with local authorities in the Provinces of Antioquia, Meta and Nariño, then flexibility and a shared vision for the project outcome are essential.

 

 

Output/Reporting Requirements/Deliverables:

 

The expected outputs are the following:

 

(1)          Workplan

A complete workplan based on a methodological review must be prepared by the consultant and submitted to the Project Leader.

(2)          Database completed

The database completion requires from the consultant the following actions:

2.1.  Develop a database based on the GGPA methodological requirements, indicators and pre-existent databases

2.2.  Perform a review of regional socio-economic conditions (indicators on geography, climate, demography, economy, government and finance, development) to complement the ones of the GGPA and that are available in each region

2.3.  Consult and validate with relevant stakeholders the preliminary database (for 3 Provinces) of the GGPA, identify missing information and propose/validate alternative measurements and methods to correct any missing information.

 

The Analyst is responsible for the construction of the draft database with technical guidance from the Senior Advisor and the Project Leader, and reference files provided by Global Green Growth Institute. The Senior Advisor will determine the final corrections and adjustments to the database and will be responsible of the alternative measures and methods to correct the cases of missing or non-robust information. Both consultants, Senior Advisor and Analyst will work jointly with the Project Leader in the database validation with regional stakeholders.

 

(3)          3 Workshops executed, including related materials

Three workshops of validation and prioritization must be performed, one per each province. Prior to the workshops, the consultant shall submit to the Project Leader the material that is supposed to be presented and discussed at the workshops as well as the methodology and specific activities to be developed during the events. For this purpose, the Consultant will count with comprehensive technical guidance from the Project Leader, support of the Economic Analyst Consultant and contributions from the three Regional Associates. The Senior Advisor has a protagonistic role in the workshops execution and must borne all the necessary trips for this purpose.

 

(4)          3 Events of Presentation of Results executed, including related materials

Three events dedicated to the Presentation of Results of the Assessment in each Province must be planned and executed. Prior to each event, the consultant shall submit to the Project Leader the material that is supposed to be presented and discussed as well as the methodology and specific activities to be developed during those events. For this purpose, the Consultant will count with comprehensive technical guidance from the Project Leader, support of the Economic Analyst Consultant and contributions from the three Regional Associates. The Senior Advisor has a protagonistic role in the workshops execution and must borne all the necessary trips for this purpose.

 

(5)          3 GGPA Presentations for the Provinces of Antioquia, Meta, and Nariño

The presentations must be elaborated in Power Point format by the Senior Advisor, with high quality charts and contents on the findings and main results of the methodology implementation. The consultant shall submit a first version of the Presentation of Results at least one week prior to the Workshop of Validation and Prioritization in soft copy. After the feedback received in this event, the consultant will perform all the necessary adjustments and improvements to deliver a final version at least one week prior to the Event of Presentation of Results. Both presentations will be subjected to thorough review by the Project Leader and probably by other GGGI members.

 

(6)          Final GGPA Reports for the Provinces of Antioquia, Meta, and Nariño

The consultant shall deliver a soft copy of the Final Reports, which should summarize the main results of the analysis and findings in each Province methodology implementation, as well as reflect all the valuable feedback of the workshop, working sessions and consultation meetings. The Senior Advisor is responsible of the preparing, editing and final content of these documents, with guidelines and contributions of the Project Leader and the support of other members of the team (Economic Analyst and others).

Reporting Arrangements 

The consultant work progress will be monitored primarily through periodic review meetings, the precise schedule of which is to be determined based on a planning with the Project Leader. In these review meetings will be tackle subjects such as: the overview of the project, the development of project activities, detailed information on project objectives and milestones, actual achievements made against the timeline initially set, and any other relevant progress details.

 

All reports must be written in Spanish, in accordance with GGGI’s formatting requirements, and submitted in soft copy along with complete sets of raw data, research materials, and meeting notes.

 

Suggested methodology and competence requirements

 

The consultant should follow the specific research methods prescribed in the GGPA framework; GGGI will provide all necessary guidance and methodologies during this process, mainly through the Project Leader. The consultant will make best use of both primary and secondary sources of information to prepare the GGPA Presentations and Reports for Antioquia, Meta and Nariño. Face-to-face consultation through interviews, workshops, group discussions with relevant stakeholders and authorities is necessary to validate the information or supplement the possible lack of data. The consultant will report directly to the Subnational GGPA Project Leader and coordinate closely with the consultant acting as Economic Analyst.

 

Teamwork, integrated technical work, and collective responsibility for the consultant’s output are crucial. The consultant will be responsible for exercising transparent administration of expenses concerning the trips to attend all the events and technical meetings. The consultant shall make two mandatory trips to the Validation Workshop and the Event of Presentation of Results, and an estimated of six trips to attend technical meetings with local authorities, which totalize a maximum of 12 domestic trips, 4 to each Province. The costs of these trips are already included in the estimated consultant fees; therefore, no extra travel costs will be covered by GGGI. The direct costs relevant to hold all the workshops and events to present results will be borne by GGGI.

 

The Consultant should demonstrate the credentials described below.

 

Qualifications/Experience/Expertise

 

  • A BSc Degree holder in Economics, Statistics or equivalent; and

 

  • A Master-Degree holder in Economics/Statistics/Environment/Public Policy/ or other related degree from a local or overseas universities/institutes is required.

 

  • At least 7 years of direct work experience, preferably on socio-economic and environmental analysis.

 

  • Having a proven track record of advising public or private institutions (at least 5 completed advisory services) regarding economic research, green growth topics, reports and/or publications preparation.

 

  • Experience with providing advisory services concerning statistical/econometric analysis will be given a priority.

 

  • A demonstrated understanding of and experience with Colombian government system and key stakeholders. Experience of work with subnational authorities and territorial development issues is desirable.

 

  • Demonstrated track record in completing topnotch analytical and technical reports (both qualitative and quantitative) at the country level preferably on topics related to green growth and sustainable development.

 

  • Prior experience in using Delphi method and other relevant tools is a significant advantage.

 

  • Excellent analytical skills, critical thinking ability, and quantitative skills.

 

  • Wonderful writing, editing, and proofreading skills.

 

  • Outstanding skills on designing and formatting Power Point presentations.

 

  • Excellent Spanish knowledge and good English writing and speaking skills are required.
