The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their peoples.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions which reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has mobilized 10.3 billion USD, accredited 75 entities to channel its resources and approved 93 funding proposals for a total investment from the GCF of over $4.6 billion. In addition, the decision  has just been made to launch the first replenishment of the Fund.

Position description

The Fund relies on a seamless and trustworthy handling of own and partner information, as basis for highly efficient processes and rapidly growing capabilities and networks for knowledge exchange with a large audience of stakeholders. To achieve that goal, an intelligently composed, connected and frequently upgraded Cloud portfolio of systems and tools needs planning and implementation.

The Fund’s Enterprise ICT Programme Management Office (PMO) plays a key role in enabling and accompanying the many project-nature undertakings for making this happen. The Manager, Enterprise ICT Programme Management Office is responsible for improving the overall ICT programme and portfolio maturity across the organization, and tracking and reporting the conformance to plans and expectations of IT-oriented initiatives. The Manager, Enterprise ICT Programme Management Office ensures that the work of the PMO adds value, is relevant to the strategy of GCF, and meets the goals set for the PMO by executive management.

Duties and responsibilities

Under the guidance of the Head of ICT, s/he will:

  • ICT Portfolio Management: Define, manage and direct the needed end-to-end PMO work effort, which includes leveraging best practices and techniques in identifying, quantifying and tracking the realization of expected benefits defined in business cases; lead the identification and implementation of light-weight project management processes, methods, tools, guidelines and standards in order to establish an agile framework that supports all project teams and stakeholders to improve the probability of successful project delivery; work with individual project teams for gaining ongoing details on plans and implementation progress; conduct review meetings with project managers for checking status, budget forecasts, risks and issues deserving escalation; provide regular and on-demand reports and as needed escalations to the Head of ICT and the Information Management (IM) and ICT Steering Group; lead the establishment of a project management community of practice to facilitate collaboration and best-practice sharing among project managers and key PMO stakeholders; help business divisions/offices with their drafted business cases and proposals, highlighting potential issues, dependencies and recommend ways for ensuring success; oversee the successful closure and benefits realization process with each project team;
  • Quality Assurance: lead assurance activities at key milestones and carry out other assurance activities for providing clear recommendations to individual project teams and/or the IM & ICT Steering Group, as appropriate; working with the project teams, help identify early-warning signs of risks, issues and dependencies, put plan in place to help mitigate and ensure that these are managed and effectively reported on; champion the agreed project lifecycle assurance framework and ensure that projects are correctly set up from the beginning, with the right extent of support, investment and planning;
  • ICT Governance: lead regular reviews of the ICT portfolio pipeline in collaboration with relevant teams and help in consultation with the Head of ICT to prioritize resources; ensure that assurance milestones are maintained across the project lifecycle and that appropriate governance and stakeholder communications activities are applied; validate and support regular stakeholder reporting requirements; act as focal point during internal audits in relation to the ICT portfolio; maintain reports of project sign-offs and the total budget situation; ensure that all relevant expertise required for delivery of key projects is in place;
  • Delivery of Key Projects: ensure that the Fund’s most strategic ICT projects are planned and delivered effectively and provide hands-on support and guidance as necessary for those; ready to “step in” for that category of divisional/office projects under way and in trouble;
  • Line Management: responsible for a team of ICT project managers and support personnel (staff, consultants and contractors), helping to deliver strategic solutions and intervening where appropriate for projects in crisis; provide ongoing coaching and mentoring to PMO staff and project managers;
  • Strategic Advice: build and maintain relationships with senior leadership and key PMO stakeholders, and acts as a trusted advisor for GCF management;
  • Assist with other necessary tasks as defined by the Head of ICT.

Expected experience and qualifications*

  • Advanced degree, ideally in project management, business administration, information technology or related subjects;
  • Extensive experience (11 years) in ICT related fields, including ICT portfolio planning, prioritization and management across varied levels of programme/project delivery; with 7 or more years of leadership responsibilities;
  • Strong technical knowledge of project, programme and portfolio management techniques and methodologies (e.g. PMBOK, PRINCE2, Agile), evidenced by a certification in good standing, and of applying them for delivering successful organizational change;
  • Exceptional leadership skills with the ability to develop and communicate the PMO vision and inspire and motivate PMO staff;
  • Experience in developing and maintaining portfolio wide risk, issue and dependency logs for a major portfolio of projects;
  • Ability to guide and constructively challenge colleagues in the application and tailoring of project management best practice, drawing on prior practical experiences and insights;
  • Ability to build strong working relationships and communicate with colleagues at all levels across the organization;
  • Excellent analytical, strategic conceptual thinking, strategic planning and execution skills. Training and practical experience in performing business analytics. A respective certification would be desirable;
  • Deep understanding of current and emerging technologies and how other enterprises are employing them to drive digital business, and how they may be applied to the enterprise to drive digital business;
  • Organized, fast paced, process oriented and flexible;
  • Strong attention to details and accuracy.

*The person assessed by the Selection Panel as most suitable for the position will be proposed for appointment.
