ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs).  Job holders are likely to report to a more senior Nutritionist or Programme Officer.

JOB PURPOSE

To provide support to nutrition  programmes and activities to contribute to meeting the nutritional needs of WFP beneficiaries.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP Nepal’s Country Strategic Plan (CSP 2019-2023) integrates five strategic outcomes (SO), of which SO 2 supports the decentralization of the national social protection framework to realign with the federal system, including the Maternal and Child Health and Nutrition (MCHN) programme and rice fortification. The SO 2 contributes to United Nations Development Assistance Framework (UNDAF) outcome area 2, SDG2.2 and WFP Strategic Results 2. It also takes a life cycle approach to addressing malnutrition, food security, health and hygiene practices including WASH, education, and women’s empowerment with focus on pregnant and lactating women and adolescent girls (PLWG), children aged 6 – 23 months and school children in regions with high prevalence of food insecurity and/or malnutrition. These activities are embedded in the National Framework for Social Protection (2011-2021), the Multisector Nutrition Plan (MSNP II 2018-2022), and the School Sector Development Plan (SSDP 2016-2023).   

The Nutrition Officer, in addition to the regular duties described in the generic terms of reference for WFP Programme Policy Officer, will primarily focus on: coordination, policy development support, technical assistance and any other duty related to WFP Nepal’s overall SO 2 portfolio.

KEY ACCOUNTABILITIES (not all-inclusive)

The Nutrition Officer reports to the SO 2 Manager (Head of Nutrition), under the Head of Programme, or their designees.

1. Coordination and policy development

Responsible for overall WFP representation in the area of nutrition. Specifically:

  • Will be the key liaison officer between WFP and government on nutrition related matters
  • Represent WFP in various technical working groups related to nutrition, including SUN, the Nutrition Cluster, and the National Nutrition Group among others.
  • Lead any technical working groups that WFP is co-opted to lead within the nutrition cluster
  • Support WFP interventions related to Multisector Nutrition Plan (MSNP) II, ensuring WFP is represented in any MSNP II planning and review meetings.
  • Coordinate actively with UNICEF, WHO, FAO, and other relevant nutrition stakeholders to ensure alignment of operations, policy and programme support.
  • For any procurements done in conjunction with government (e.g Supercereal for MCHN), liase with logistics medical department and WFP supply chain unit to provide required support for efficient procurements and distribution.
  • Provide support to the Government’s policy of introducing rice fortification, ensuring all rice fortification stakeholders are well coordinated.
  • Ensure all WFP nutrition activities in the relevant ministry are included in different levels of government workplans.
  • Liase with other ministry departments e.g Ministry of Agriculture for any support as may be required
  • Coordinate closely with other WFP government supported thematic areas such as school meals programme to ensure WFP representation within government is well coordinated and harmonious
  • Work closely with other WFP staff at country office, sub-office and provincial levels to update and advise on any government priorities and strategies
  • Ensure key stakeholders within government have a good understanding of WFP nutrition programmes
  • Maintain relations with key government staff and other stakeholders

    2. Technical assistance

  • Support implementation of WFP Nepal, programme that takes a life cycle approach to addressing malnutrition, food security, health and hygiene practices including WASH, education, and women’s empowerment with focus on pregnant and lactating women and adolescent girls (PLWG), children aged 6 – 23 months and school children in regions with high prevalence of food insecurity and/or malnutrition.
  • Support in planning and designing nutrition related activities and ensuring various key WFP programmes are nutrition sensitive
  • Support in development and signing of various memorandums of understanding and operational agreements with key government departments and other stakeholders
  • Liaise with WFP CO and different government levels to plan for field monitoring visits for WFP interventions
  • Support in development of appropriate intervention guidelines as required (e.g revision of MCHN guidelines, Integrated Management of Acute Malnutrition (IMAM) guidelines etc.)
  • Support the identification, development and management of potential capacity building needs and partnership opportunities related to SO 2 within government
  • Development of various monitoring tools in coordination with M&E unit as required
  • Support family welfare division in information management especially in relation to WFP related interventions, ensuring appropriate reports are done and submitted timely
  • Prepare monthly update reports, event-based reports etc.
  • Perform other related duties, as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Public Health Nutrition, Nutrition, Food Technology, Medicine or other relevant field. Public Health Nutrition (human nutrition/applied nutrition)/Public Health, Medicine, Nursing, Social Sciences, Development Studies or another study relevant to Nutrition is desirable.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional: Fluency in both oral and written in English and Nepali.

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge & Skills:

  • Current knowledge of the latest developments, guidelines and standards, and technology in the field of nutrition, especially in the prevention and treatment of maternal, neonatal and child undernutrition.
  • Leadership and teamwork abilities, good analytical, negotiation, communication and advocacy skills.
  • Demonstrated ability to develop and maintain effective work relationships with government counterparts, donors, UN agencies and NGOs/INGOs

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience and exposure to implementation of national/international development programmes.
  • Experience working in public health/food security/ nutrition related activities.
  • Experience identifying and defining nutrition issues/problems within a country.
  • At least four years of postgraduate progressively responsible professional experience in Public Nutrition and/or Public Health & Nutrition programme management, programme formulation, planning, monitoring and evaluation in public sector, public health management or related field including development projects, emergency assistance, and/or operational aspects of food assistance or relief operations.
  • Experience in direct implementation of IMAM, micronutrient supplementation, maternal health and nutrition programmes and multi-sectoral responses addressing the underlying causes of undernutrition.
  • Experience of carrying out health and nutrition surveys and/or other relevant surveillance activities.
