ORGANIZATIONAL CONTEXT

The Bangladesh Country Strategic Plan (CSP) 2017-2020 approved by the WFP Executive Board in its first session of 2017 became effective on 1 April 2017. It aims to contribute to four Strategic Outcomes that are aligned to the four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of 13 activities are planned to be implemented to achieve the contributions to the five Strategic Outcomes.

Under the Integrated Road Map (IRM) WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes but also linking the resources used for implementing the activities to the results achieved.

The five strategic outcomes are:

  • SO1: Vulnerable groups in rural and urban settings are supported by enhanced national actions to improve their nutrition indicators in line with national targets by 2020;
  • SO 2: The most vulnerable population of Cox’s Bazar, the Chittagong Hill Tracts and disaster-stricken areas have enhanced food security and nutrition;
  • SO 3: Innovative approaches to enhance the resilience of food insecure households exposed to climate-related shocks and stresses are validated by 2020; and
  • SO 4: The humanitarian response system for large-scale natural disasters in Bangladesh can respond with reduced cost and lead-time.
  • SO 5: Humanitarian and development partners in Bangladesh have access to reliable services in the areas of supply chain and emergency telecommunications during crises.

In line with Strategic Objective 1 and Strategic Objective 2, WFP is leading a consortium in the implementation and management of a US funded school feeding programme in Cox’s Bazar. This three year programme requires strong accountability to donors in the areas of programme, procurement monitoring and evaluation and finance. It is envisioned that, at the end of the three years, the programme will be handed over to the Government of Bangladesh.

At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

JOB PURPOSE

To ensure documentation and evidence creation, manage information, improve partners’ capacity, hence increase transparency and accountability to donors.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the Programme Officer will be responsible for the following duties:

  • Liaise with the SF team members, Cooperating partners and other programme stakeholders to track, document and appropriate use of all project achievements, project experience and results of activities
  • Collect and produce case studies, success stories on the beneficiaries.
  • Ensure CP’s timely preparation, production and dissemination of project reports, including distribution, Utilization, COMET, Expenditure etc.
  • Review Cooperating partners report, preserve and give necessary constructive feedback for further improvement on the area.
  • Ensure project progress and impacts are captured, documented, analysed and reported in a results-based and timely manner;
  • Ensure timely preparation, production, and dissemination of the project’s communications materials, including leaflets, newsletters, handouts, PowerPoint presentations, etc.
  • Liaise with implementing partners and internal counterparts to gather feedback and comments to support programme reviews and informative decision-making
  • Provide standard trainings for implementing partners on WFP operational practices, quality data collection, reporting etc.
  • Contribute to design and implementation of communication/information strategy for the project, in liaison Communications team.
  • Support in visibility of WFP in the coverage areas, contribute to enrich donor relation, with Communications team
  • Support the M&E team, Reports team for the monitoring and the reports related.
  • Any other tasks as assigned by the Unit Focal point, or by Head of program.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree (Bachelor degree or equivalent) and/or Post Graduate. Advanced university degree (Master’s degree or equivalent) in a relevant subject is preferable.
Language: Fluency in both oral and written communication in English. Fluency inChittagonian language highly preferred.

Knowledge & Skills:

  • Training and/or experience utilizing computers, including word processing, spreadsheet and other WFP standard software packages and systems eg. COMET.
  • General knowledge of UN system administrative policies, rules, regulations and procedures in the area of administration.
  • Computer skills, knowledge of M&E, reporting, accountability will be required
  • Skill on arranging/facilitating/conducting training sessions

OTHER SPECIFIC JOB REQUIREMENTS

  • Familiarity with the special context of Cox’s Bazar.
  • Familiarity with community awareness, education support, including enhancing women’s leadership activities for the ultra-poor.
  • Has experience in research, conducting analyses, and supervision and coordination.  
  • Experience in arranging/facilitating/conducting training sessions

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience in working in education sector

  • Has worked with technical teams (i.e. nutrition, VAM, etc.).
