Organizational Background

The World Food Programme Somalia activities include food assistance for relief, emergency school feeding, nutrition and food assistance for assets creation through provision of in-kind and cash-based transfers.

Duties and Responsibilities

Under the direct operational supervision of the Liaison Office M&E Team Leader and overall supervision of the Head of VAM and M&E, the incumbent is responsible for the following duties:

  • Contribute towards the planning for WFP monitoring activities and processes ensuring alignment with wider programme policies;
  • Oversee the implementation of the WFP plan of action of the Call Centre, ensuring that activities fit in to the greater monitoring plan and suggest improvements to maintain and improve quality standards;
  • Manage the Call Centre and its daily operations ensuring adherence to quality performance;
  • Act as a point of contact for resolution for operational queries and problems related to remote monitoring tools and complaints and feedback mechanisms;
  • Provide technical and operational support in running of the Call Centre by regularly liaising with Area Office Management and Administration teams;
  • Prepare status reports and analysis on Call Centre operations and performance, and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control;
  • Support the capacity building of Call Centre staff and partners. Prepare and respond to programme delivery and implementation needs, increase awareness on the importance of monitoring and evaluation, and to encourage accountability for demonstrating results;
  • Participate in management meetings of as required;
  • Liaise with internal and external counterparts to strengthen data quality, accuracy and consistency;
  • Supervise the Call Centre staff, providing coaching and guidance as required to ensure appropriate development and enable high performance
  • Support the identification, development and management of potential partnerships leading to improved monitoring and food assistance delivery;
  • Perform other related duties as required.

Minimum Qualifications

Education: Advanced University degree in Sociology, Social Development, Development Economics, Performance Management or other relevant field, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: Atleast three years or more of postgraduate professional experience in programming, Monitoring & Evaluation and programme assistance with a background in development projects design and implementation.  

Language: Fluency in both oral and written communication in English and Somali is a requirement.


Knowledge & Skills: 

  • Has deepened technical knowledge through exposure to technical teams, taken leadership of implementing programmes and provided input into policy discussions and decisions;
  • Excellent communication and writing skills in English, ability to conceptualize issues and analyze data;
  • Able to supervise and support junior staff;
  • Proven use of common database or spreadsheet applications is also desirable.
