Food Security and Livelihoods (FSL) Team Leader

Overall purpose of the role: DRC Yemen is implementing a project titled Strengthening Access to Services for Conflict Affected Individuals and Communities in Yemen. The overall objective is to provide life-saving assistance, protection and livelihood specialized services to the most vulnerable individuals and communities in Yemen through a multi-sectorial, area-based response. Part of this responses will be FSL interventions to be implemented three governorates across the country, including Lahj governorate. The FSL Team Leader will be responsible for the overall management of FSL interventions under this project and other ongoing programmes in the south area.

 

Responsibilities: (in bullet points)

 

General Management

  • Ensure the overall planning, implementation and reporting of FSL activities in the south, including support to agricultural activities, vocational trainings, etc.
  • Develop procurement and spending plans, and ensure timely implementation
  • Ensure participation in kick-off, review and closure meetings and follow-up on action point

 

Representation and coordination

  • Be the focal point for FSL programming and ensuring close liaison with stakeholders (trainings institutes, relevant ministries, local authorities, etc.)
  • Attend FSAC meetings at the sub-national level and update DRC senior management
  • Exchange experiences with other humanitarian actors in livelihood and agriculture sectors and ensure learnings are transferred into improved methodology.
  • Coordinate with the Ministry of Agriculture branches and agriculture research centers, farmers unions and associations whenever needed to ensure smooth project implementation

    Monitoring, Reporting and Development

  • Lead the conduct of participatory meetings with the farmers to identify needs, solutions and priorities and use the findings as basis to improve quality of implementation and to develop further livelihoods projects
  • Oversee implementation, monitor and report on achievements via regular field missions, spot checks, evaluations, regular team debriefing and reporting to supervisor.

 

Team Management

  • Supervise FSL team, including by defining roles and responsibilities, setting individual and team objectives and conducting appraisals for each FSL team member under her/his supervision
  • Provide inputs and participate all FSL Officers/Assistants/Casual Workers recruitments in the south
  • At least 2 field visit per/week to follow-up on implementation, identify challenges and solutions

Experience and technical competencies: (include years of experience)

  • At least 3 years of professional experience in humanitarian assistance related assignments
  • At least 3 year of working experience inthe Food Security and/or Agriculture fields
  • At least 1 year experience in team management
  • Experience in coordination, facilitating and chairing meetings, and networking;
  • Good level of analytical and report consolidation/writing skills and experience;
  • Good knowledge of basic computer application software including advanced MS Office applications (Excel, Word, PowerPoint, etc.) and other relevant utilities required for the job;
  • Ability to use advanced communication systems such as Skype, Email, Internet, and others;
  • Ability to work in a challenging environment and to travel extensively in the assigned areas;
  • Ability to work with a diverse group of stakeholders and develop consensus, compromise and joint working;
  • Willingness and ability to work in multicultural and difficult environments, in often stressful and critical situations; and
  • Openness to learning, flexibility, and able to easily adapt to changing circumstances.

Education: (include certificates, licenses etc.)

  • University degree in agriculture, engineering, economics, international development, business management or related field;
