ORGANIZATIONAL CONTEXT

The Bangladesh Country Strategic Plan (CSP) 2017-2020 approved by the WFP Executive Board in its first session of 2017 became effective on 1 April 2017. It aims to contribute to four Strategic Outcomes that are aligned to the four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of 13 activities are planned to be implemented to achieve the contributions to the five Strategic Outcomes.

Under the Integrated Road Map (IRM) WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes but also linking the resources used for implementing the activities to the results achieved.

The five strategic outcomes are:

  • SO1: Vulnerable groups in rural and urban settings are supported by enhanced national actions to improve their nutrition indicators in line with national targets by 2020;
  • SO 2: The most vulnerable population of Cox’s Bazar, the Chittagong Hill Tracts and disaster-stricken areas have enhanced food security and nutrition;
  • SO 3: Innovative approaches to enhance the resilience of food insecure households exposed to climate-related shocks and stresses are validated by 2020; and
  • SO 4: The humanitarian response system for large-scale natural disasters in Bangladesh can respond with reduced cost and lead-time.
  • SO 5: Humanitarian and development partners in Bangladesh have access to reliable services in the areas of supply chain and emergency telecommunications during crises.

In line with Strategic Objective 1 and Strategic Objective 2, WFP is implementation nutrition programmes in Cox’s Bazar district host community and the refugee camps. A lot of information is collected from the programme and requires documentation, analysis and generation of reports and snapshots on a regular basis. The Cooperating partners require support in data management and reporting.

JOB PURPOSE

To provide operational support to the nutrition team, with focus on knowledge and information management, documentation of evidence, monitoring and analyzing nutrition data across the Rohingya Refugee and host community.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance and supervision of the Programme Officer; the candidate will be responsible for the following duties:

  • To document and ensure appropriate use of all project results, achievements and experiences in liaison with cooperating partners and WFP relevant units (i.e. VAM, M&E, reports, donor relations and communication) 
  • Ensure cooperating partners prepare quality weekly, monthly and quarterly reports in a timely manner utilizing the nutrition sector approved templates.
  • Review and compile cooperating partners’ reports and give necessary constructive improvement feedback.
  • Work with the Reports and donor relations unit to ensure project progress and impacts are captured, documented, analyzed and reported in a results-based and timely manner;
  • Work with the M&E unit to ensure comprehensive and timely monitoring is done including ensuring accurate data is entered into COMET and that COMET data reconciles with the monthly statistics report and LESS.
  • Ensure timely preparation, production, and dissemination of the project’s weekly and monthly statistic reports for internal and external use.
  • Work with the communications units and nutrition programme assistants to produce case studies and success stories on nutrition services’ clients.
  • Support cooperating partners to ensure a functional complaint and feedback mechanism and liaise with relevant units to gather and analyze feedback for informed decision-making.
  • Provide standard trainings to cooperating partners on WFP operational practices, quality data collection, reporting and accountability to affected population.
  • Process the advance, payment request of Cooperating partners and other financial related works in the corporate web-based system
  • Consolidate all food requisition plan and coordinate with supply chain for timely delivery of food to the partners
  • Assist in organizing meetings, workshops, mission and donor visits and responsible for compiling meeting minutes and mission or donor visit reports.
  • Backup database files to a data storage device on a regular basis.
  • File, in an organized manner, all hard copies of program documents.
  • Regular supervision and monitoring of cooperating partners data management team to improve data collection, analyzes and reporting.
  • Perform any other tasks required in the context of the overall WFP operations in Cox's Bazar

OTHER SPECIFIC JOB REQUIREMENTS

  • The candidate should have at least two years of experience working in the field of nutrition or health programme.
  • Preference will be given to candidates with operational experience in ongoing Rohingya refugee response
  • Working experience with MS Office package and familiarity with mobile data collection tools is equally desired.

STANDARD MINIMUM QUALIFICATIONS

Education: Minimum Bachelor’s degree in Statistic, Social Science, Science, or any relevant subject

Experiance: Minimum 2 years of relevant experience
Language:  Excellent written and oral communications skills in English and Bang

Knowledge & Skills:

  • Computer skills, knowledge of M&E, reporting and accountability is required and knowledge of WFP standard software packages like COMET is an added advantage
  • Strong interpersonal skills, consistency in follow-up, ability to work with diverse teams
  • Identifies early warning indicators and report them;
  • Demonstrated ability to deal with multidisciplinary/multicultural team;
  • Proven capacity to coordinate and communicate with Government officials and cooperating partners

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience and/or exposure to nutrition project assistance in emergency settings (or comparable education specialization)
  • Experience with MS Office package and familiarity with mobile data collection tools is desired.
  • Experience in arranging and facilitating training sessions.
  • Experience in knowledge management and communications.
