JOB PURPOSE

The SADC RVAA programme is looking for an experienced consultant  for the joint midterm review of the SADC Regional Vulnerability Assessment and Analysis (RVAA) programme (2017-2021). The midterm review is jointly commissioned by the SADC Secretariat, UK Department for International Development (DFID) and the Swiss Agency for Development and Cooperation (SDC), Landell Mills and the United Nations World Food Programme (WFP). The midterm review coincides with DFID’s annual review of the programme in February 2019 and it is being commissioned to assess the effectiveness and efficiency of implementation as well as progress towards achieving results. The review will determine the reasons why certain results occurred or not, to draw lessons, derive good practices and pointers for learning. It will provide evidence-based findings to inform strategic and operational decision-making. The specific objectives for this review are:

a To review programme assumptions and implementation modalities

b) To assess delivery and quality of outputs including use of RVAA and NVAC products

c) To examine the use of appropriate technology and innovations in Vulnerability Assessment and Analysis (VAA)

d) To examine progress in terms of sustainability of the RVAA programme beyond donor funding

The purpose of these TOR is to provide the team leader with a clear outline of his/her role in the review process and the expected deliverables. The ToR for the midterm review provides comprehensive information on the subject of the review and the overall approach.

KEY ACCOUNTABILITIES (not all-inclusive)

DUTIES, RESPONSIBILITIES AND REPORTING LINES FOR THE EVALUATOR

Under the direct supervision of the Review Team leader, the reviewer will:

  • Contribute to the design of the review approach and methodology;
  • Implement the review from inception up to dissemination, focusing on capacity strengthening aspects of the review;
  • Draft inception report inputs and submit to the review team leader for consolidation;
  • Revise the inception based on feedback the Joint Review Management Group (JRMG) to produce 2nd draft;
  • Finalise the inception report based on comments from stakeholders;
  • Participate in the field work (data collection) as per the design of the review in the inception report;
  • Participate in the debriefing of stakeholders on preliminary findings at the end of the field work;
  • Draft review report inputs and submit to the leader for consolidation;
  • Revise the review report based on feedback from the Joint Review Management Group (JRMG) to produce draft 2 which will be circulated to stakeholders for comments;
  • Finalise the review report

  8. Other dissemination products as may be agreed and determined during the inception phase

STANDARD MINIMUM QUALIFICATIONS

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education

  • University degree in any relevant social sciences;

Experience:

  • At least 6 years of relevant working experience;
  • Experience in reviews, assessments and evaluations of social development programmes
  • Experience in working with UN agencies;
  • Experience evaluating programmes that have strong Government ownership/involvement in design and implementation;

Knowledge & Skills:

  • Understanding of national policies and processes related to vulnerability analysis and assessment and food security, programming and interventions
  • Understanding of National development planning and programming processes including National Development planning;
  • Understanding of the Southern African Development Community
  • Understanding of the Southern African developing country context;
  • Skills of different evaluation design approaches and methodologies
  • Knowledge of different evaluation design approaches and methodologies;
  • Good written and oral communication skills;
