Organizational Setting
 

The Strategic Programme 2 (SP2) coordinates the implementation of the FAO’s Strategic Objective 2 “Make agriculture, forestry and fisheries more productive and sustainable”

 

Reporting Lines

The Consultant or PSA reports to the SP2 Programme Officer (Monitoring and Evaluation), under the overall supervision of the SP2 Leader and in liaison with the SP2 Management team

 
 
Technical Focus
 

The Consultant supports the programme and budget monitoring and reporting activities of SP2.

 
 
Tasks and responsibilities
 

The tasks and responsibilities of each selected consultant will be defined in the Terms of Reference for the specific assignment. In general, depending on the specific assignment, designated tasks and responsibilities will normally include a number of the following elements\:

 
  • Assist in monitoring the SP2 workplan implementation against the output indicator targets; support the monitoring and reporting of results and milestones in PIRES.
  • Assist in monitoring and providing information on the implementation of the PWB 2018-19 plans; assemble existing financial data; and support the preparation of the SP2 Periodic Budgetary Report (PBR).
  • Collect, manage and analyse data to be used to inform and guide the SP2 programme management, monitoring and reporting.
  • Support the collection, analysis and evaluation of the SP2 biennial outcome indicators.
  • Organize and coordinate the preparation of SP2 side events and meetings. 
  • Implementation and administration of assigned activities in accordance with FAO rules, procedures and systems.
  • Any other duties related to SP2s areas of work.
 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • Advanced university degree in business administration, public administration, social science, political science or a related field
  • 2  years of relevant experience in project or programme monitoring and reporting, administration or related area
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

Selection Criteria
  • Extent and relevance of experience in the field of administration, human resources, finance and management;
  • Extent and relevance of experience in programme/project formulation, analysis, planning, monitoring, reporting and of evaluation;
  • Extent of knowledge of planning and budgetary processes and associated tools;
  • Understanding of FAO policies and programmes is considered a strong asset.
