TERMS OF REFERENCE

Position Title: Programme & Policy Officer (Strategic Outcomes Manager 2 & 3)

Type of Contract and Grade:  Fixed Term -  National Officer-A

Duty Station: Tegucigalpa, Honduras.

Organizational Context:

Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity

Job Purpose:

To provide support to policy and programme activities that effectively meet food assistance needs.

Activities and Responsibilities:

Under the direct supervision of the Deputy Country Director and the general supervision of the Country Director, the Programme Policy Officer/ Strategic Outcome Manager will have the following roles and responsibilities:

  • Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  • Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  • Support the identification, development and management of potential partnerships to

collaborative working leading to improved food assistance packages.

  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  • Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  • Other as required.

Specific Activities and Responsibilities of the Strategic Outcome Function (SO2 and SO3):

  • Contribute to the formulation and review of the CSP/ICSP as well as the implementation of policies and programmes to ensure coherent country-wide planning that is aligned with national goals and WFP and wider UN strategic direction.
  • Manage & hold accountability on related activities to ensure activity deliverables in the Country Office are made within their agreed terms (e.g. achieving the planned strategic outcomes, realizing expected/actual benefits, cost, etc.).
  • Resolve strategic and directional issues between activities within the same strategic outcome, possibly requiring input from other stakeholders (e.g. functional managers, inclusive resource management, field offices) and the endorsement of the Country Director. 
  • Develop and foster relationships with partners (including government and local communities) and donors at all relevant levels to enable the effective positioning of WFP to meet national goals.
  • Provide effective leadership to activities to ensure effective coordination of interdependencies, and that all planned activities are implemented through a cohesive approach.
  • Assess and advise Country Office senior management on the continued relevance and importance of strategic outcome(s) and/or activities within the strategic outcome over the course of the CSP/ICSP duration, given any variance in country context.
  • Facilitate the definition of acceptable risk profile and risk thresholds for the activity programmes within the strategic outcome.
  • Initiate activity expansion/contraction and other management interventions wherever gaps are identified, or issues are raised.
  • Ensure assurance for operational stability and effectiveness through the activity delivery cycle.
  • If required, manage resources of activities under the strategic outcome and the adjustment of individual plans to achieve the overall desired outcome. Coordinate with CD/DCD/resource management committees/etc. to appropriately (re)distribute resources among outcomes.
  • Collaborate with functional areas and others responsible for strategic outcomes/activities to deliver value for money services and maintain cost-efficiency. 
  • Responsible for resource mobilization strategies and efforts, as well as advocating for implementation resources (incl. staff) for all strategic outcome activities, together with relevant colleagues.
  • Coordinate/liaise with Regional Bureau/HQ on strategic outcome-specific thematic issues.

Functional Capacities:

Programme Lifecycle & Food Assistance: demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.

Transfer Modalities (Food, Cash, Voucher): demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.

Broad Knowledge of Specialized areas (Nutrition, Public Health, Social Protection and Resilience Building): demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.

Emergency Programming: displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.

Strategic Policy Engagement with Government: develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

Organizational Capabilities:

Suggests possible improvements in strategy and team work processes to the supervisor, tracks progress towards Strategic Objectives and shares this information on a regular basis with the supervisor, exploring ways to be consistently more efficient and accurate in the areas of work, independently decide what action take when faced with critical decisions in the workplace, identify opportunities to work with colleagues and partners in the field toward common goals, develop an understanding of the value of WFP teams and external partners in meeting the goals and team objectives. Align own activities with supervisor's priorities to meet internal and external goals.

Standard Minimum Academic Qualification:

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language:

Fluency (level C) in both oral and written in Spanish and English languages.

Desired Experience:

  • Has gained experience in implementing technical programs (i.e. nutrition, etc.).
  • Has implemented programmes and provided input into designing operations.
  • Has provided input into policy discussions and decisions.
