Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individual for the position of Programme Policy Officer (Livelihood & AMS), SC8 to be based in Moroto. Selected candidates will be employed on Service Contract.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language: Ability to speak atleast one of the Karamojongo languages is desirable: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity. 

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

• Provide technical advice to Field Offices on Community Asset Creation, WFP Livelihood programming and Agriculture Market Support Programme including design, budgeting, planning, monitoring, and evaluation
• Strengthen programme integration and synergies especially linkages between Assets Creation, Agriculture Market Support, School Feeding, Nutrition, etc
• Provide technical guidance to the field offices on the AMS, Asset Creation and livelihood activities implementation  
• Support the engagements with other agencies/stakeholder including Makerere University to roll out the Three-Pronged Approach (3PA) as part of the NEPAD ARCH.
• Coordinate the 3PA region wide rollout plan in consultation with CO Livelihood and relevant ministries, including MGLSD, OPM, etc.
• Support Area Office in capacity Strengthening of National Social Protection programmes such as Northern Uganda Social Fund (NUSAF)/Development Response to Displacement Impact Project (DRDIP) towards community lead and nutrition sensitive focus public works.
• In collaboration with Analysis, Monitoring and Evaluation (AME) Unit, ensure that the required monitoring, studies, baselines, and evaluations are conducted for the asset creation and livelihood as well as Agriculture and Market Support Programme (AMS).
• Conduct periodic field visits to the targeted districts to support Field Offices on programmatic and operational issues in the implementation of AMS, Asset Creation/livelihood programme
• Actively search opportunity for strategic partnership including market linkages across the Karamoja sub-region.   
• Participate in monitoring and evaluation activities including qualitative and quantitative surveys to ensure that WFP generates evidence and lessons on Asset Creation, livelihood and smallholder ag production and marketing practices, and gender relations via the Asset Creation and AMS Programmes Implentation
• Assist the Head of Programme in organizing regional coordination meetings on WFP’s ag development interventions and other related resilience programme with government counterparts, NGO partners, beneficiary representatives and other stakeholders
• On behalf of AO conduct second-level review of AMS and Asset Creation partnership reports and ensure coherence between narrative reports and output data submitted in corporate monitoring systems
• Support and establish linkages between the BIAM/SCOPE, CBT and other programmatic interventions like HISP for a holistic livelihood improvement in Karamoja;
• Identify technical knowledge gaps in Livelihood/FFA/ AMS among the WFP staffs and CPs staff  and provide tailored trainings, coaching and mentorship to enhance effective implementation and monitoring of the said programmes;
• In collaboration with the respective Field Offices and CPs, develop a database for all resilience sub-projects, understand their status and conduct a SWOT analysis for informed decision making;
• Develop appropriate agricultural livelihood options and methodologies that can be used to inform sustainable HISP agro based projects and scalability;
