The Danish Refugee Council (DRC) is looking for an experienced consultant to develop a labor market assessment manual, inclusive of a range of qualitative and quantitative tools, that can be used by DRC staff to collect information on economic sectors/sub-sectors with the highest employment potential based on current economic and market systems in all of DRC’s locations in Jordan. The information will subsequently be used as a reference for the design and delivery of effective and responsive livelihood interventions, the formulation of contextual and labour market driven training programs, and for the improvement of retention rates and employability. 
 
Using a market system and beneficiary driven approach, the market assessment tools should be designed to generate information on the main market systems and institutions, key livelihood sectors and actors, viable employment opportunities per governorate, and labour market performance and constraints.  
 
The consultant is also expected to prepare a training to familiarize DRC staff with the manual and the use of the host of tools.  
 
 
About the job 
 
The individual will report directly to Livelihood Specialist & MEAL Manager. Your main duties and responsibilities will be:  
 
Consultancy objectives  
 
Using a mix of quantitative and qualitative methods that would allow for a comprehensive analysis of the market and employment conditions including labour demand and supply, the consultant will develop a labor market assessment manual, inclusive of various data collection tools and sampling techniques that can be applied in a variety of locations in Jordan. The tools and detailed methodology will be discussed and agreed upon between DRC and the consultant. 
 
Specifically, the host of tools designed will be able to capture the following information:  
 
- Employment landscape and sector specific conditions 
- Key industries and economically significant sectors in the targeted governorates (main sectors for employment generation)  
- An overview of labour market dynamics in the targeted governorates  
- Market actors and labour market institutions per industry, sector and subsector  
- Employment and placement opportunities and required skills by potential employers  
- Existing value-chains and identify the role of key actors in the value chain 
- Current and potential entry points for DRC’s beneficiary group along existing value chains 
- General skill requirements by sector and sub-sectors  
- Working conditions in the main sectors and sub-sectors 
- Accessibility and distance to main employment and training hubs, the availability of reliable transportation and ease of access  
- Main constraints to employment and long-term employment (finding a job and staying employed)  
- Current skills and capacities (beneficiary skills and capacities mapping)  
 
The manual will also include implementation methods as well as guidance on analyzing and interpreting the collected data. The consultant will also develop and provide training to DRC’s staff to orient them with the manual and tools.  
 
 
Key deliverables 
• Inception Report: including the methodology, approach and a suggested timeframe. 
• First Draft of Manual/Tools: The consultant is to submit a first draft (resembling the final product) of the manual, inclusive of all tools, for approval and/or suggestions from the DRC Livelihood’s and MEAL units. 
• Final Draft of Manual/Tools: The final product should include the complete manual and tools. The material will be handed out and used as DRC property. 
• Training Workshop and Materials: After approval of the manual, the consultant will design an appropriate training workshop plan and materials to orient DRC staff on the manual and its use. The training could be up to three days in length. All logistical needs for the training will be covered by DRC.

About you 
 
Required / Desirable 
• Bachelor’s degree in education, business, economics, or relevant social science 
• Prior experience in conducting Labor Market Assessment is required  
• Strong interpersonal and communication skills. 
• Strong Computer skills (PowerPoint, Microsoft Word). 
• Fluency in English & Arabic (written and spoken) is essential.
