Would you like to be the new Programme Development and Fundraising Officer (PDFO) at the DCA Office in Mali? As the PDFO you will along with 30 colleagues actively supporting the programme activities and thereby contribute to improving the lives of the poorest and mostly at-risk people in Mali. We are looking for a PDFO who enjoys networking and donor engagement and who are ready for taking on the varying challenges and responsibilities in a smaller DCA office.

Under the direction and supervision of the Country Representative, the main responsibilities of the PDFO are:

  • Develop concept notes and project proposals and take lead on fundraising. This includes project design and leading the development of project proposals, together with other members of the DCA team in Mali and DCA HQ.
  • Provide inputs to DCA country strategy as relevant.
  • Conduct in-depth field needs assessments in the field of livelihoods, food security, protection, etc.
  • Coordinate with relevant humanitarian fora, national civil society organisations, ACT member agencies, international NGOs, UN agencies, donors, national and local authorities and other stakeholders.
  • Participate in consolidating DCA’s presence in Mali and advise on partnerships and programmatic opportunities.
  • Monitor and support in providing timely reporting on the implementation of all DCA humanitarian response activities in Mali.
  • Ensure project compliance to DCA and donor requirements, and reporting.
  • Provide capacity building and technical assistance to the implementing partners and/or DCA national staff with focus on accountability policy and practice, cash transfer programming, market assessment, NFIs and other areas, as needed.
  • Produce donor and internal reports and other program documents (4W, leaflets, etc)

What you bring:

  • A relevant academic qualification, at Masters level or equivalent in development studies, sociology, project management or other relevant topics

  • Minimum 3 years’ experience at senior level, preferably in complex humanitarian environments

  • Successful strong and proven experience with fund raising, networking, donor liaison and coordination,

  • Strong communications skills, both spoken and written

  • Experience in field needs assessment in emergency and development, proposal and budget development for donors, donor reporting

  • Strong experience/involvement in coordination

  • Fluency in written and spoken English. French would be an asset

  • The ability to mentor, coach and develop staff

  • Strong analytical skills and capacity

  • Strong ability to plan, coordinate and lead processes that include multiple stakeholders and interests

  • Cultural sensitivity and adaptability–experience from the region or similar context is an added advantage

    What we offer:

  • DCA offers a 6-month contract (with possible extension subject to funding), starting as soon as possible.

  • A competitive salary package (around USD5,500 net salary) is offered along with an interesting and challenging experience addressing humanitarian needs, 2.5 annual leave days per month

  • This is a non-family posting based in Bamako. You will refer to the international DCA Country Representative.
