ABOUT WFP

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. WFP has been present in Timor-Leste since 1999. WFP focus in Timor-Leste is on building the capacity of the Government of Timor-Leste in managing supplementary feeding through the Ministry of Health’s Mother-and-Child Health and Nutrition programme. Technical assistance and Government capacity development, with a strategy for hand-over of a sustainable food-based programme to the Government are key priorities. Through the capacity building focus, targeted boys and girls between 6-59 months and pregnant and lactating women benefit from the project. WFP supports KONSSANTIL and the Zero Hunger Challenge and has aligned its activities with both UNDAF and Government policies.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree preferably in Supply Chain Management, Engineering,Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.

Language: Fluency in both oral and written English.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country
Offices (COs) and report to a more senior Supply Chain Officer or Deputy
Division/Country Director. Job holders at this grade level make definite
contributions within the established policies and procedures. Job holders apply
considerable knowledge derived from educational training and practical
experience and exercise independent analysis for further reviews and decisions.
At this grade level, staff receive supervision, but are able to work under broader
instructions developing analytical tools and achieve outputs for effective supply
chain execution. Job holders may also act as team leaders in smaller supply chain
operations working closely and in coordination with the relevant stakeholders.

JOB PURPOSE

To provide analytics and contributions to supply chain activities, or contribute to
the planning and coordination of field supply chain operations, to ensure actions
are in line with an effective and integrated supply chain approach meeting the
food assistance needs of beneficiaries and service provision requirements for
partners.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
2. Provide substantive contributions to regional/country context analyses and to the management of end-to-end operational supply chain and retail networks, in support of operational supply chain challenges and operational optimization.
3. Contribute to planning and implementation of supply chain operations, initiatives and services to ensure a timely, cost-effective and integrated approach and in close cooperation with key supply chain stakeholders.
4. Perform analyses and detailed conceptual work putting together comprehensive reports identifying opportunities for improvement and effective operationalization of supply chain within the area of responsibility.
5. Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff for maximizing use of resources and effectiveness of supply chain operations.
6. Build and maintain productive partnerships mostly at the operational level and collaborate with counterparts in the key supply chain functions contributing to an integrated supply chain approach to food assistance and cross-functional operational alignment.
7. Build and maintain productive partnerships with supply chain counterparts amongst government and other national organizations, UN agencies, NGOs and private sector to share operational knowledge contributing to coordinated and cost-effective supply chain operations.
8. Provide technical contribution to market analysis and supply chain network mapping to inform the selection of an appropriate operation modalities to improve supply chain performance.
9. Support management of supply chain operations, or manage less complex supply chain operations, in compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.
10. Support the monitoring of supply chain activities to check that appropriate internal controls are followed to increase the day-to-day efficiencies and overall performance of supply chain operations.
11. Support management of service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations.
12. Prepare accurate, comprehensive and timely reports, dashboards and other visual materials on supply chain activities including trends to support informed decision-making and consistency of information presented to the stakeholders.
13. Guide and supervise staff, acting as a point of referral, providing training and supporting them with more complex analysis and queries.
14. Contribute to preparedness actions and support quick emergency response to deploy food and resources at the onset of the crisis.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience conducting analytical and conceptual work in support of strategy design and implementation;

• Experience coordinating supply chain activities with other units/ teams;
• Experience in coordinating periodic planning across functions and with partners;
• Experience in analysing and supporting the implementation of end-to-end supply chain operations;
• Experience working with WFP partners;
• Experience in implementing supply chain improvement initiatives;
• Experience supervising staff.
