National Professional Officer (Environmental Health %26 Climate Change)

OBJECTIVES OF THE PROGRAMME

The objective of the WHO Indonesia Country Office is to implement the Country Cooperation Strategy by supporting the Government of Indonesia in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO's technical cooperation programmes at the country level. WHO provides guidance and technical support in organizing the humanitarian health response and in revitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways. The Country Office collaborates with the Government of Indonesia and relevant stakeholders in support of their efforts of achieving national health goals; ensuring the attainment of universal health coverage and contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, and playing a greater leadership role in different national level policy and technical forums. The objective of the programme is to reduce risks to human health associated with climate change effects and undesired environmental situations associated with poor WASH , air pollution (both ambient and indoor), chemical safety and food safety by strengthening the responses of the relevant sector's in these areas. The strategic objectives are to contribute in building resilience to climate change in health sector including significant supports to promote water safety plans, sanitation safety planning, environmental health risk assessment and management; and strengthen capacity of government sectors to address air pollution, chemical safety and food safety issues.

DESCRIPTION OF DUTIES

Under the direct supervision of Technical Officer, Health & Environment, and overall guidance of Deputy HWCO, the incumbent will perform the following duties\:
  • Facilitate, coordinate and provide technical support in the area of environmental health (climate change and health, air quality, water quality, waste management, chemical safety and food safety) to related government agencies for implementing work plan tasks.
  • Facilitate in updating WHO policy, guideline and documents related to effects of climate change and health, air quality, water quality, waste management, chemical safety and food safety and communicate with related government agencies and other stakeholders.
  • Facilitate the government in reviewing, updating and formulation of national policy and strategy, plan of actions (eg. National Adaptation Plan) and other related policy documents pertaining to relevant programme areas.
  • Assist to develop the capacity of the relevant government agencies for evidence based assessment, identification, evaluation and response to the effects of climate change and other environmental determinants of health. 
  • Ensure provision of technical support country programmes that contribute towards program outcomes and outputs, either directly or through contracting consultants and services.
  • Ensure fulfillment of monitoring and reporting requirements of activities in implementation, including contributing to the design and monitoring of quantitative and qualitative data to measure trends and progress towards implementation.
  • Coordinate and support the relevant government agencies in development and implementation of donor funded projects on climate resilient health system, climate resilient WASH, and other environmental determinants including promotion of healthier environment.
  • Coordinate with the WHO South East Asia Regional Office (SEARO) and WHO headquarters (HQ) for exchanging information pertaining to the environmental determinants of health. 
  • Provide support to Ministry of Health and its division to implement Health National Adaptation Plan (H-NAP) for building climate resilient health system, strengthening disease control surveillance, promoting climate resilient health care facilities and to protect health from adverse effects of environmental pollution.
  • Coordinate with other priority areas of WHO and other partners in supporting government in line with UNDAF and to achieve SDG 3, 6, 7 and 13 and monitoring of related targets and indicators.
  • Undertake field visits and participate and contribute in the technical meetings to support WHO work plan activities related to environmental health and provide technical support to the Government and partners.
  • Perform other relevant duties as assigned by the supervisor and WHO Representative.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in environmental, or public health engineering, environmental science or a closely related field.
Desirable\: Advance university degree in environmental or public health.

Experience

Essential\: At least 2 years professional experience related to environmental health, climate change and WASH, including practical experience in environmental health risk assessment and climate resilient public health plans, implementation and monitoring. Experience in project management and capacity development.
Desirable\: Experience in working for UN agencies or international organizations

Skills

Knowledge of WHO policies guidelines, result based management approach, programmatic goals, visions, positions, policies and strategies and guideline and of related program area of government. Knowledge of global environmental health issues and approaches and theories, principles, tools and methods on climate change, climate resilient water and sanitation such as climate resilient water safety plan (CR-WSP), air pollution, chemical safety, and depth knowledge on SDG 3, 6, 7 and 13. Self-motivated with ability to work with minimal supervision. Good interpersonal skills, able to work as a team member in a multi-cultural environment. Ability to travel internationally and within the country and to perform practical hands-on field work.Ability to participate actively and cooperatively in knowledge sharing and policy forums at various levels and also to coordinate the Government of Indonesia agencies, international / bilateral agencies, NGOs / INGOs etc. Good knowledge in water, sanitation and hygiene sector and familiar with the climate change and chemical safety issues both in global and local level. Very good analytical skills including ability to collect and analyze technical data and information and to draw and present conclusions in written and spoken form. Very good writing skills in English, including ability to write clear and concise progress reports, analytical reports, plans and proposals. Technical expertise and overall attitude at work are also mandatory competencies.

Other skills (eg IT)\: Good computer skills including office software applications.

REMUNERATION

Remuneration comprises an annual base salary starting at IDR 469377(subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
