Organizational Setting
The Office of Evaluation (OED) of the Food and Agriculture Organization of the United Nations (FAO) has launched an evaluation of FAO's programme in Georgia.
 
FAO's collaboration with Georgia is guided by the priorities set out in the Country Programming Framework (CPF), a document jointly developed by FAO and the Government. The current CPF, covering the period 2016-2020, identifies following priority areas\: 1) Institutional Development; 2) Regional and Sectoral Development – Value Chain Development; 3) Food Safety, Veterinary and Plant Protection; 4) Climate Change, Environment and Biodiversity.
 
This evaluation is part of a series of Country programme evaluations (CPEs) conducted by the Office of Evaluation of FAO. Its main purpose is to contribute to increase the relevance and strengthen the impact of FAO’s efforts at the country level.
The main objectives of the evaluation are to\:
  • Evaluate FAO’s strategic positioning to assess to what extent FAO's programme meets Georgia's priorities and needs;
  • Assess FAO's contributions in the CPF priority areas;
  • Identify good practices, and opportunities for improved collaborations and results delivery.
 
The evaluation will be conducted from February to May 2019.
 
 
Composition and profile of the evaluation team\:
OED is looking for qualified consultants to join the evaluation team with expertise in the following areas\:
 
  • Agricultural Policy support, institutional capacity development;
  • Rural livelihoods development, value chain analysis and development, including grant scheme financing;
  • Climate change adaptation and mitigation, and natural resources management;
  • Socio-economic aspects, social inclusion issues and approaches, and Gender;
  • Livestock Production and Animal Health, transboundary animal health issues and management, plant protection.
 
Candidates should have not been involved in the formulation, implementation or backstopping of FAO’s projects in Georgia.
 
It is possible for an applicant to apply for one or several areas of expertise at the same time with the respective indication in the motivation letter.
 
 
Reporting Lines
National Evaluation Specialist shall operate under direct supervision of Evaluation Manager.
 
 
Technical Focus
The technical focus shall depend on the field of expertise the applicant will apply for. It is possible for an applicant to apply for one or several areas of expertise at the same time with the respective indication in the motivation letter.
 
 
Tasks and responsibilities
FAO Office of Evaluation, OED, will lead the evaluation. The team members will be responsible for\:
  • Review documents concerning FAO’s activities in Georgia relating to their areas of expertise;
  • Participate in meetings with FAO’s stakeholders (including Government, Civil Society and Private Sector);
  • Participate in field missions to selected project sites to meet with local partners and beneficiaries;
  • Consolidate information collected and draft sections of the evaluation report.
 
 
 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • Advanced university degree in a relevant discipline (agriculture, food and nutrition security, economics, development studies, social sciences, etc.);
  • A minimum of 7 years of professional experience in one of the following fields of specialization\: Institutional Development;
    Regional and Sectoral development – Value Chain Development; Food Safety, Veterinary and Plant Protection; and
    Climate Change, Environment and Biodiversity.
  • Working knowledge of English, and fluency in Georgian.

    Technical/Functional Skills
  • Previous experience in conducting/taking part in (independent) strategic-level evaluations.
  • Strong stakeholder engagement, facilitation skills and interviewing skills
  • Demonstrated experience of conducting evaluations in the country
  • Demonstrated experience in evaluation. In particular, good experience in conducting evaluation analysis and interviews, report writing, or preparation of written contributions to the evaluation report. Knowledge of participatory evaluation techniques is strongly desired.
