STANDARD MINIMUM QUALIFICATIONS
Education: University degree in Finance, Business Administration, Accounting, or related fields.
Membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent is an added advantage.
Language: Fluency (level C) in English language.
ORGANIZATIONAL CONTEXT
In South Sudan, as many as 5.3 million people are currently facing severe food insecurity. Food and nutrition security is expected to continue to deteriorate during the peak of the lean season, which typically lasts from May to July. WFP is targeting 5.1 million people with its food assistance in 2019, provided through its 15 field offices and its Rapid Response Mechanism mobile teams.
Field offices are at the forefront of ensuring the WFP’s operations run effectively and efficiently, that resources are delivered on time and that partners are implementing activities according to agreements. Given the overall scale of WFP’s operation in the country, many field offices are of a considerable size, with staff bodies of around 70-80 people that require consistent and professional support services to deliver operational activities.
JOB PURPOSE
Reporting to the Head of Field Offices in Aweil, Bor, Kuajok, Rumbek and Wau, the Administration/Finance Officer in the respective duty station will be responsible for ensuring that administrative and financial support services at the field office are delivered effectively and in line with WFP corporate regulations and South Sudan country office Standard Operating Procedures (SOP). The position will supervise teams of more junior administrative and finance staff, including the field office drivers and site maintenance functions where relevant. The positions will also have a technical reporting line to the Heads of Administration and Finance at the country office.

Job Content
- Administration:
- Ensure WFP administrative resources are fully and properly accounted for and that internal control systems are adequate and functioning.
- Supervise the administration of WFP premises to ensure efficiency, cost-effectiveness and timeliness of operations and services.
- Oversee the identification of office technology needs and maintenance of equipment coordinating with relevant units;
- Supervise administrative records of the office, including inventories, assets, archives, logbooks, etc. in compliance with corporate policies and reporting requirements;
- Respond to audit queries and follow up on audit recommendations
- Provide guidance and/or supervision to staff as required;
- Exercise oversight of HR functions such as leave, recruitment and performance management; and
- Finance:
- Advise and support Head of Area Office on financial and administrative matters;
- Ensure compliance with WFP financial policies, budget implementation, monitoring and act as Certifying Officer of the Sub Office.
- Set up proper accounting procedures and systems, internal controls to ensure that proper monitoring mechanisms are in place; identify weaknesses and address them immediately;
- Ensure that disbursements are made based on proper authorisations and supported by legitimate and sufficient documentation and that reconciliations for Sub Office sub accounts are regularly performed and regularly reviewed by designated officials.
