Organizational Setting
FAO Ethiopia, in support of the Government of Ethiopia, has developed the project entitled “Support the Government of Ethiopia to enhance food security information, national social protection and disaster risk management systems” (in short\: ProAct). The overarching goal is to contribute towards cost-effective, resilient and sustainable food security and nutrition solutions for the vulnerable households living in pastoral areas. The project encompasses three components\: (i) Institutionalization of the Integrated Phase Classification (IPC), (ii) DRM mainstreaming into the agricultural sector and coordination between the federal and regional levels, and (iii) support to the national productive safety nets programme (PSNP). To implement the component (ii), and in coordination with colleagues involved in the other components, FAO Ethiopia is hiring a DRM Programme, to be seconded to the Ministry of Agriculture, Livestock and Natural Resources.
 
Reporting Lines
Under the overall guidance of the FAO Representative (FAOR), the technical supervision of the International DRM Consultant, the direct supervision of the National DRM Coordinator and in close technical and administrative relation with other colleagues of FAO Ethiopia, the DRM Programme Officer will perform the tasks below.
 
Technical Focus
Assist in the implementation of the DRM component of the ProAct project.
 
Tasks and responsibilities
 
  • Support the FAO DRM Consultant to engage with the Ministry of Agriculture and Livestock Resources (MoALR) for development and implementation of the Agriculture Sector DRM Plan;
  • Establish, maintain and coordinate continuous effective linkages with the different departments of the MoALR involved in the DRM Plan in coordination with the FAO DRM Consultant and the DRM-ATF chair and co-chair;
  • Support the MoALR ownership , development and mainstreaming of a comprehensive work plan for the project component with focus on the DRM institutional and legal frameworks, information management, communication and action planning;
  • Support the MoALR ownership and development of a capacity building strategy (including advocacy, networking, action planning and training activities);
  • Support the design and implement a DRM situational analysis led by the MoALR (including DRM institutional and legal frameworks, information management, communication and action planning);
  • Support the development of the MoALR led DRM component implementation plan, Agriculture Sector DRM Plan and associated documents;
  • Support in monitoring of project component outputs, and ensure both institutional and technical capacities are available for quality and timely development of DRM component outputs;
  • Support the facilitation of workshops and meetings for DRM awareness raising and capacity building in coordination with MoALR;
  • Provide continuous DRM Technical Advice to the MoALR;
  • Support the exit strategy and project’s component completion report in close collaboration and consultation with relevant stakeholders; and
  • Perform other duties as required.
     
    CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
    Minimum Requirements\:
  • University degree in agriculture, agricultural economics, rural development, management and or related discipline;
  • Five years of experience in implementation, monitoring and coordination of projects related to information management and communication, to disaster risk management, agriculture and food security. Five years of experience in capacity building and facilitating trainings;
  • Nationals of Ethiopia
  • Very good knowledge of English

    Selection Criteria\:
  • Experience in disaster risk management
  • Experience in facilitating trainings
  • Extent and depth of knowledge and experience  in coordination of multi-stakeholders
  • Practical experience in planning, managing and executing complex projects
  • Knowledge and experience working with Bureau of Agriculture and/or Ministry of Agriculture and Livestock Resources;
  • Breadth of coordination experience and demonstrated ability to prepare work plans, budgets and report
  • Relevant experience in awareness raising and capacity building for disaster risk management;
  • Knowledge of UN and/or EU procedures will be an advantage
