Description

 

The Pacific Community is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. The Fisheries, Aquaculture and Marine Ecosystems (FAME) Division includes the Oceanic Fisheries Programme (OFP) and Coastal Fisheries Programme (CFP). The goal of the OFP is to ensure fisheries that exploit the region’s resources of tuna, billfish and related species are managed for economic and ecological sustainability using the best available scientific information. In pursuing this goal, the OFP provides scientific support for the management of fisheries for tuna and associated species, with a strong focus on stock assessment and modelling, fisheries and ecosystem monitoring and analysis and data management. The OFP works closely with member countries and territories, the Western and Central Pacific Fisheries Commission, the Forum Fisheries Agency, the Parties to the Nauru Agreement and other regional and sub-regional entities.

The goal of CFP is to ensure that inshore fisheries, nearshore fisheries and aquaculture in Pacific Island countries and territories are managed and developed sustainably. The programme assists governments and administrations to develop scientifically informed and socially achievable coastal fisheries management policies and systems (national and community-based). It provides a regional framework for sustainable aquaculture, including planning, research and development, and trade, for Pacific Island governments, the private sector and other stakeholders. It assists in developing sustainable nearshore fisheries in Pacific Island countries and territories to provide food security, sustain livelihoods, promote economic growth and assist climate change adaptation.

 

The role  The Director – Fisheries Aquaculture and Marine Ecosystems Division will provide direction, support and advocacy  for the two Oceanic and Coastal Fisheries Programmes of SPC. The Position is also responsible for resource mobilization and reporting to donors to ensure adequate funding is available for both Programmes to operate successfully now and in the future.

 

The key responsibilities of the role include the following:

 

  1. Vision, Leadership, Direction and Management of the Division
  • Coordinate input from members through HoF and other meetings and oversee work programme;
  • Participate in and coordinate input into JCS missions, strategies and reviews;
  • Oversee management of programme operations, staff recruitment and budgetary expenditure;
  1. SPC Development, Management and Achievement of Goals
  • Lead analytical work that informs the SPC agenda for Fisheries;
  • Ensure executive members are accurately informed of major sectoral issues;
  • Participate in SPC and broader initiatives concerned with food security, climate change, gender, etc…
  1. Policy innovation and management of change
  • Lead analysis of development challenges and trends in Fisheries including special projects to provide sectoral reviews outside the scope of existing programme plans;
  • Maintain regular contact with sectoral counterparts in members and respond usefully to requests for advice;
  • Oversee the work of the Information Section especially production of policy briefs, press releases and other publications in regional media;
  1. Resource mobilisation, management and reporting
  • Participates in one or more of the technical work areas of the Programme, according to skills and experience;
  • Develop and pursue Divisional and multi-agency funding proposals;
  • Develop and pursue the case for increased long-term funding for core activities;
  1. Strategic and collaborative relationships with clients and other stakeholders
  • Maintain strong links with Fisheries ministers and officials in member governments and territories;
  • Maintain strong linkages with other CROP agencies that deliver results to members;
  • Strengthen linkages with non-CROP agencies active in fisheries that can complement SPC strengths;
  1. Integrated Programming:
  • Lead/ contribute to the cross-divisional integration efforts to ensure that the division is well placed to respond to multisectoral approaches;
  • Leads and actively promotes integrated programming across the division and supports FAME development programming across the organisation;
  • Develop and pursue both SPC-wide and/or divisional, multi-sectoral and integrated approach to support the achievement of the SPC Strategic Objectives and divisional objectives;

Key selection criteria

 

  1. Qualifications
  • Postgraduate qualifications in Fisheries science or equivalent field or, alternatively, in management/administration with an undergraduate qualification in Fisheries, Aquaculture or a related field.
  1. Technical expertise
  • At least 15 years of demonstrated senior management experience, including in personnel, project and financial management;
  • Highly developed leadership and planning skills;
  • 15 or more years experience in fisheries, with at least five years in managing a government technical department or scientific agency;
  • Demonstrated knowledge of at least one of the subject matter areas of the division (Western Central Pacific oceanic fisheries, Pacific islands coastal fisheries and Pacific islands aquaculture) with a good understanding of at least one of the others;
  • Demonstrated experience with the raising of external funding;
  • Demonstrated experience with the development of policy and the provision of policy advice;
  1. Language skills
  • Communication skills in English of a high order, particularly in written and oral presentation of scientific results to diverse audiences;
  • A good level of French will be considered as an advantage;
  1. Interpersonal skills and cultural awareness
  • Demonstrated effective communication, networking and coordination skills;
  • Demonstrated ability to operate and represent effectively at national, regional and international levels;
  • Good knowledge of the socio-political situations in Pacific Island countries and territories;
  • Cross-cultural skills and the ability to work with team members from different cultural backgrounds;

 

 

Salary, terms and conditions

 

Required start date – This position is to be filled as soon as possible.

Contract Duration – This position is budgeted for three years and is subject to renewal for three years depending on performance and funding.

 

Remuneration – The Director – Fisheries Aquaculture and Marine Ecosystems Division is a Band 15 position in SPC’s 2019 salary scale, with a starting salary range of 7,024–8,684 SDR (special drawing rights) per month, which currently converts to approximately XPF 1,003,495–1,240,618 (USD 9,975–12,331; EUR 8,409–10,396). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Benefits for international staff employees based in New Caledonia – SPC provides subsidised housing in Noumea. Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance, and education allowance are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).
