Head of Global Resource Information Team (GRIT)

Role Overview

Line manage the GRIT team based in Jordan and functionally the IM team in Lebanon (with the Information Management PM in Lebanon) to oversee their contributions to GRIT activities and the IM specialist at the GSO.  To ensure synergy with one progressive, solution oriented and innovative team. The coordinator will actively integrate and collaborate with Medair IM country focal points within the global resource Information Team (GRIT); manage client relationships, scoping, consulting and IM project management; funding, to ensure  the GRIT budget is managed and within approved plan totals.

Project Overview

The team GRIT is made up of IM staff in Jordan and Lebanon, and integrates with all IM staff in Medair country programmes globally and has a functional link to Global Support Office (GSO) ITS team. Information Management at Medair includes, (but is not limited to), mobile field data collection, dashboards and reports, and Geographical Information Systems (GIS).

Workplace & Conditions

Field based position in Amman, Jordan (regional support office) Regular travel to Medair-supported countries in the region, globally, and GSO.

Starting Date & Initial Contract Details

As soon as possible. Full time, 24 months.

Key Activity Areas

Strategic

  • Design, update and evaluate the GRIT strategic plan. Balance priority IM needs, donor reporting needs, programming needs etc.
  • Ensure alignment with all relevant CSPs and global IS strategy.

Consulting, scoping, project management

  • Publish and proactively share the information management work of the GRIT.
  • Visit country programmes and conceptualise with stakeholders an IM architecture and IM tools customized to the priority needs and develop this in a IM improvement project.
  • Ensure IM Global Team activities are monitored, documented and adhere to good practices.
  • Allocate GRIT developer resource to build the IM system and follow the project cycle to success.
  • Allocate technical trouble-shooting resource for IM help-desk function.

Team management

  • Manage staff direct reports. Authorise and plan field trips of GRIT staff.
  • Coordinate resources in-country for short-term support to neighbour country or future staff.
  • Foster and enable good working relationships between diaspora of GRIT members.
  • Regular communication with the country IM focal points and integrate and share innovative IM developments from these countries in the overall IM service plan.

Funding

  • Oversee the drafting and presentation of IM and Innovation grant proposals, operational and financial reports related to the GRIT.
  • Support the planning and construction of project budgets.
  • Manage the spending within the programme in-line with the approved budgets. Analyse projected cash flow, decide on the timing of major procurements, oversee audits and anticipate where over or under spending may occur and ensure necessary action is taken.
  • Work on a partial cost-recovery structure. Ensure service agreements are set up for cost-recovery from client country programmes and external clients.

Manage vendors and stakeholder relationships

  • Work with IM vendors like Qlik, Ona, SurveyCTO, ESRI….
  • Maintain relations with each country: senior management and IM specialists and users.
  • Align priorities with Medair’s global strategy. Integrate support of sector advisors where needed.

Help Desk coordination

  • Monitor service level. Identify trends in incidents and work on underlying problem.

Qualifications

  • Professional qualification and experience in Information Management, Monitoring and Evaluation and business management or related fields.
  • Strong working knowledge of English (spoken and written). Knowledge of French and Arabic (desirable).

Relief & Recovery Orientation Course (ROC)

Experience

  • Team leadership and management experience – at least 12 months.
  • Proactive networker, enjoys coordination and communication at all levels.
  • Proven trackrecord in conceptualising and designing IM systems for programmes, selection of IM tools, software development and customisation and resource management.
  • Advanced planning, coordination, assessment, analytical and problem-solving skills.
  • Excellent project management skills. Ability to concisely work out project needs, present this to the client programmes and allocate technical resources.
  • Relevant management experience in emergency and/or development context at a coordination level.
  • Knowledge of the humanitarian essentials, Sphere and CHS Standards, guidelines and protocols. NGO and donor policies governing processes and procedures and reporting needs.
  • Experience in operating in a cross-cultural, challenging environment as well as a competent trainer
  • Ability to communicate effectively with programme teams and represent Medair in discussions with stakeholders.
