Overall purpose of the role: The Shelter and Infrastructure Coordinator is part of DRC Bangladesh technical advisory team. The role provides technical guidance and support to the Shelter and Community Infrastructure teams operating in the camps. They are responsible for developing the strategy of the shelter and infrastructure teams, ensuring quality and ensuring that all works adheres to international standards and/or guidelines. The shelter and infrastructure coordinator will be responsible for coordinating with the internal DRC sector teams, including protection, camp management, WASH, and MEAL; as well as the external communication including the Inter Sectoral Coordination Groups (ISCG), sector technical working groups, donors and relevant UN agencies. The Shelter and Infrastructure Coordinator will co-chair the Site Development Technical Working Group. The Shelter and Infrastructure Coordinator will also have a role in supporting the emergency planning and preparedness activities and moving the DRC response towards a rights and demand driven approach.

Responsibilities: (in bullet points)

Oversee and quality assure all aspects of shelter and infrastructure works undertaken by DRC Bangladesh, including voucher and cash-based approaches to infrastructural maintenance;
Support the Co-Chairing of the Site Development Technical Working Group (TWIG), which has strong linkages with the Site Management (CCCM), and Site Planning coordination mechanisms involving IOM, UNHCR, UN-Habitat and infrastructure implementation agencies;
Represent DRC in the shelter and site planning sector (cluster) coordination meetings and technical working groups;
In partnership with the departmental implementation teams and the shelter coordination units develop SOPs for working with the refugee and host community incentive workers – and support the development of distribution materials using voucher and cash-based modalities;
In coordination with the MEAL teams develop a monitoring scheme which includes process, performance and impact indicators for all infrastructures related activities;
Ensure project accomplishments according to specifications and targets;
With the Project Manager and Head of Programmes – embed accountability and transparency into programme delivery;
Design and facilitate capacity building of teams as required, ensuring high quality service delivery and achievement of technical standards at all team levels;
In coordination with the infrastructure and shelter implementation teams support all DRC camps, host community project areas emergency responses as required;
Responsible for the development of concept notes, project plans, budgets, funding proposals and reports in relation to Shelter, Infrastructure and Cash and Voucher based modalities;
Support field team to undertake gap analysis in the areas of infrastructure and shelter, with the support of the Site Management department;
With the support of DRC MEAL and grants teams: develop proper and solid data collection, management and analysis methods for verifying progress on shelter and infrastructure works, both for results and process;
Review and contribute to the writing of weekly, monthly, quarterly, annual, donor and other reports in the areas of infrastructure and shelter;
Work with all of DRC’s programme and support staff to ensure smooth introduction and adoption of operational systems;
Assist teams in understanding their roles and responsibilities in terms of interaction with the Protection, Shelter, Site Management (CCCM), Logistics and Procurement Departments;
Provide relevant inputs for programme and emergency response planning, including coordinating emergency responses as required with the Infrastructure and Shelter Managers;
Drafting detailed SOPs regarding the most relevant operational procedures, including division and interaction between DRC sectors;
Support program standardization and sharing of experiences, lessons learned, and best practices across DRC-supported sites and with other agencies;
Ensure the observance of the DRC Code of Conduct by all team members;
Consistently demonstrate flexibility, resilience and ability to maintain positive relationships and composure, even under difficult circumstances;
Maintain high ethical standards and treat people with respect and dignity;

Any other duties as agreed with the Head of Programmes and/or Senior Management Team.

Experience and technical competencies: (include years of experience)

5+ years’ experience in engineering or similar technical sector – proven experience in construction, infrastructure O&M and/or cash-based approaches;
2+ years’ field experience in similar position in refugee or IDP settlements;
Field experience in site planning, DRR, CCCM and/or Shelter and WASH works;
Prior evidence of high-quality training delivery, including to multinational teams; with excellent leadership skills including challenging, motivating and developing a team;
The ability to take the initiative and work independently as well work as a team player – supporting other departments is essential;
Excellent interpersonal and communication skills and the ability to write clear, concise reports;
Proven ability to work creatively, innovatively and effectively with limited direct supervision;
Excellent organizational, problem-solving and negotiation skills. The ability to remain calm whilst deal with conflicting priorities/work under pressure is essential;
Flexibility and capacity of adaptation to a changing and high pressure working environment;
Willingness to live and work in a challenging environment with limited resources;
Proven capacity of coordinating with other humanitarian agencies and local authorities;
Commitment to DRC’s overall aims and policies and experience of promoting gender equity and ensuring vulnerable people’s needs are met.
