The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The OSCE Security Management System ensures the security, safety and well-being of OSCE staff while carrying out their work. Security Management serves as the clearing house for all security related issues, it defines the Organization’s safety and security policy and standards and it supports the Organization’s security managers in meeting their responsibilities. It also maintains contact with host authorities, as well as with partner organizations and embassies, on all security-related matters and participates actively in the Crisis Management Team and the Security Management Committee. Security Management currently comprises six staff members.

Tasks and Responsibilities    
     
   

Under the direct supervision of the Director of the Office of the Secretary General and as a primary adviser to the Secretary General on issues related to security management, the incumbent will define the Organization’s security and safety policy and standards, co-ordinate, supervise and have the oversight of the OSCE security management system. More specifically, the incumbent will be tasked with:

  1. Advising the Secretary General, the Chairmanship and the participating States on all issues which may have an impact on the safety and security of the Organization’s personnel and property; recommending and co-ordinating response mechanisms accordingly;
  2. Developing, maintaining, reviewing and refining a strategy for a coherent security management system in the Organization in line with respective security instructions covering the staff and premises of the OSCE Secretariat, Institutions and field operations;
  3. Developing security policy and standards; facilitating and co-ordinating the OSCE security management system to ensure implementation and support of security aspects of the activities carried out by the OSCE Institutions and field operations;
  4. Reviewing the security management system in relation to the Special Monitoring Mission to Ukraine;
  5. Maintaining the Unit’s function as a clearing house on all staff security issues and ensuring that the Organization is meeting its duty of care responsibility to its staff;
  6. In close co-operation with the host authorities and other international partners, assessing the threat and risk levels facing staff and establishing procedures to adequately meet those threats and challenges;
  7. In close co-operation with the Organization’s Heads of Missions and Institutions, developing and putting in place security arrangements for the Organization’s staff  to ensure the risk level faced meets the proper balance between the Organization’s political goals and the safety and security of the staff, issuing security and travel advisories, as necessary in response to emerging security situations;
  8. Developing and maintaining close working relations with partner international organizations, embassies and diplomatic missions, and other organizational stakeholders;
  9. Performing other related duties as required.

Necessary Qualifications    
     
   
  • Second-level university degree in security management, law, business management, social sciences or another relevant field; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of a second-level university degree;
  • A minimum of twelve years of progressively responsible professional experience, including proven experience at a management level and experience in an international environment;
  • Proven experience in developing security risk assessments, policies and standards;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Diplomacy and tact with ability to understand and integrate political sensitivities;
  • Professional fluency in English, including excellent written and oral communication skills;  knowledge of other  OSCE languages is desirable;
  • Demonstrated ability to identify strategic issues, opportunities and to set priorities;
  • Demonstrated ability to foresee risks, anticipate conflicts and propose solutions;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds within the Organization and with key external stakeholders;
  • Computer literate with practical experience in Microsoft packages.
     
Remuneration Package    
     
   

Monthly remuneration is approximately EUR 8,883 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
