Are you an experienced human resource professional able to manage and monitor DRC’s most important assets, which is operating in the centre of a highly volatile and sensitive environment? If yes, then this position might be for you.

 

Who are we?

Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East (ME), DRC apply a regional approach with operational presence in Jordan, Lebanon, Syria, Turkey, Iraq and Yemen.  

Present in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in several South-Central governorates. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH, Shelter and Mine Action. The Iraq programme presently employs some 487national staff and 61 international staff, and is growing to meet new, emerging needs associated with ongoing and recent conflict in multiple locations.  

 

About the job

As the HR Manager you will work closely with and report to the Head of Support Services and working collaboratively with managers and other HR colleagues in field offices. You will be responsible for guiding and supporting key stakeholders in the organisation ensuring compliance to DRC procedures and guidelines within the country and that best practice is consistent throughout. This role is about adding value and bringing about positive change.

You will build upon and rely on your HR functional expertise in contributing to the development of country strategies, which are translated into action plans and day-to-day tasks. You will provide support to all field offices while overseeing country activities such as:

 

  • Lead the Human Resources function for DRC Iraq
  • Be responsible for smooth implementation of new DRC Dynamics HR management system for DRC Iraq Country Program
  • Provide efficient recruitment support to the country program ensuring compliance to established DRC procedures
  • Assist in better staff retention by developing staff retention strategies and initiatives
  • Ensure DRC performance management system is implemented throughout the country program
  • Assist the management in proactively responding to employee grievances and disciplinary issues as required
  • Lead initiatives and assist the management in enhancing well being of employees in Iraq program
  • Review salary, compensation and benefits structure in partnership with the Senior Management team and coordinate annual compensation review process and compensation adjustments

 

Accountabilities

As HR Manager you will be accountable for:

  • Achieving DRC’s strategic goals and objectives within the area of responsibility
  • Making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
  • People management of direct reports. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance.
 
 Qualifications

To be successful in this role you must have:

  • At least 5 years' experience in relevant field, of which at least 2 years in an NGO with at least one year in a senior role
  • At least 2 years' experience with people management and proven leadership skills
  • Master's degree in Human Resource Management, Business, or Social Science Degree specializing in Human Resources/additional experience together with Bachelors Degree can be considered in lieu of Masters Degree
  • Ability to manage people, work in multicultural environment with people diverse background
  • Excellent skills in handling and advising on complex people management issues
  • Experience in developing Human Resources strategies and policies, and driving implementation
  • Experience of managing system based HR system preferred
  • English (fluent)
  • Arabic (preferred)
  • Kurdish (preferred)
  •  Making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC

We offer

DRC will offer the successful applicant a one-year contract. You must be available to start work from January 2019 and be willing and able to work in Erbil, Iraq.
