CONTEXTUAL BACKGROUND:

Working in coordination with the humanitarian community, the IRC currently addresses the needs of war-affected Iraqi internally displaced persons (IDPs), Iraqi returnees and Syrian refugees from several operational bases in the country and cross-border into northeast Syria with activities focused on education, protection and rule of law, women’s protection and empowerment, child protection, economic relief and development and health. IRC’s programs assist Iraqi and Syrian IDPs, Iraqi and Syrian refugees and vulnerable populations in host communities across multiple sectors: education, cash assistance and livelihoods, protection, women’s protection and empowerment and child protection.

Over 50% of the displaced population are children, including children separated from their parents or caregivers, and are at escalating risk of abuse, neglect, violence, and exploitation, including child labor and child marriage. Lifesaving, quality, and age-appropriate support and services for children is critical for their protection and recovery. The IRC’s Child Protection programme has been supporting displaced children and their families with a case management and community based child protection response since 2013.

Job Overview/Summary: Based in Ramadi the Senior Child Protection Manager will be responsible for overseeing the start of up child protection programming throughout Anbar including working with child protection capacity building with partners and direct implementation of case management and community based child protection activities. The Senior Child Protection Manager must become familiar with the context, critical needs and build relationships on the ground. They will work to strengthen the child protection response by capacity building a new team and working with other IRC teams so that integrated services can be leveraged to respond to complex needs. The Senior Child Protection Manager will need to develop and reinforce project and spending plans and build the project management capacity of local child protection managers.

Major Responsibilities:

New Business Development

  • Lead program design and needs analysis for new child protection programming in coordination with the Child Protection Coordinator.
  • Write and review child protection proposals in coordination with Child Protection Coordinator.

Project Startup

  • Work with HR to conduct and finalize recruitment of all open Child Protection positions in Anbar.
  • Ensure all new staff have 90-day action plans and orientations.
  • In collaboration with Senior Officers, Child Protection Coordinator, and Field Coordinator, develop project work plans, spending plans, and procurement plans for all Child Protection grants.
  • Ensure all team members are oriented to the project outcomes and activities, and clearly know their roles and responsibilities.
  • Liaise with Child Protection Coordinator to ensure all staff are trained on their core responsibilities.
  • Work with Field Coordinator and Child Protection Coordinator to ensure that all governorate-level approvals are obtained prior to start of project implementation.

Program Management and Implementation

  • Oversee implementation of Child Protection programs, management of budgets (budget forecasting, BVA review, and budget follow-up) and reporting in accordance with IRC and donor regulations.
  • Provide technical guidance and project implementation guidance for Child Protection programs.
  • Ensure team members have individual monthly work plans prepared in advance of that month, and update as necessary.
  • Promptly identify and recommend solutions to technical issues.
  • Ensure that all interventions are in compliance with the IRC’s program strategy, national policies, child protection minimum Standards, and SPHERE Protection standards.
  • Work closely with operations and grants to coordinate to ensure quality, timely, implementation and development of programs, including providing oversight over the budget versus actual, indicator tracking tools, and other grant management tools used by the IRC; participation in monthly grant review meetings; and regular monitoring of internal program purchase request tools.
  • Work with team to ensure projects are implemented in conformity with the IRC program frame work promoting and protecting rights, participation, capacity building, partnership, and holistic planning.
  • Ensure donor compliance in program implementation and procurement.
  • Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required. 

Grant Monitoring and Reporting

  • Ensure that monitoring and evaluation systems are developed (including indicator tracking sheets) and implemented in all child protection programs in Anbar in collaboration with the M&E team, that activity, output and outcome data are captured in an accurate and efficient manner, and that programs are continually tailored to optimize quality.
  • Work with M&E team and Child Protection Coordinator to design robust monitoring tools for remote monitoring and ensure program quality.
  • Ensure all monitoring activities are fully documented, including systematic and timely data collection and reporting as required under the grant and for IRC M&E purposes.
  • Contribute to IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements, and requested by Child Protection Coordinator.

Staff Management and Development

  • Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
  • Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews.
  • As part of succession plan and nationalization goals, identify, train and develop capability and capacity of a national staff to successfully transition role and responsibilities, by end of assignment
  • Provide constructive feedback and counsel on appropriate career paths and professional development.
  • Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
  • Offer leadership support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures. 

Representation and Coordination

  • Build strong relationships with the Ministry and Directorate of Labor and Social Affairs (MoLSA and DoLSA), Ministry of Youth and Sports other government actors as appropriate, and other stakeholders, establishing IRC as a key actor in Child Protection.
  • Serve on coordinating bodies and represent IRC in relevant stakeholder meetings such as the Child Protection Working Group.

Qualifications

Job Requirements:

  • Advanced university degree in social work or a relevant degree is preferred.
  • Excellent professional track record with at least three years of international management level experience within NGO leadership working in child protection in emergency/humanitarian program implementation in conflict or immediate post conflict environments.
  • Good knowledge and understanding of international child protection policy and practice issues.
  • Strong proficiency in budget management, grants management and reporting.
  • Strong coordination and project management skills, especially working within coordinated multi-sector grants.
  • Proven experience supervising and providing case management services and support.
  • Strong writing and analytical skills, including ability to communicate technical matters to a range of audiences.
  • Competent in Windows, MS office programs, emails and relevant database.
  • Interpersonal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Experience in staff capacity development and team building experience.
  • Good coping strategies in stressful and emergency situation.
  • Strong writing and analytical skills, including ability to communicate technical matters to a range of audiences.
  • Fluent in spoken and written English.
  • Prior experience working in the Middle East an advantage.
