Information Management Officer (WASH), NOB, Lebanon Beirut, Temporary Appointment

How can you make a difference?
• Support the line ministries in WASH sector data collection and management.
• Provide IM services to sector for key decision making. These services will include data collection, collation, analysis, dissemination processes relevant to the needs of the sector, including data collection and map production. This may require building additional and appropriate capacity through the training of staff members of the sector partners.
• Maintain and update contact directories of WASH partners, using the Inter Agency contacts list and other sources.
• Manage the WASH Assessment Platform (WAP) and related dashboards, tools and reporting. Lead and coordinate WAP related assessments with partners. WAP is an online integrated geographic information systems (GIS)-based assessment, monitoring, ‘Who Does What, Where’ (3W) and mapping tool.
• Manage the sector projects list.
• Identify secondary data and information resources that are useful for WASH analysis.
• Manage the online Activity Info database used for collecting WASH data in Lebanon. Ensure that partners have full understanding of how to report technically and also their reporting responsibilities.
• Indicators-tracking database and derivative products, such as maps.
• Needs and gap identification for the sector.
• Inventory of relevant common data sets, including population data disaggregated by cohort, age and gender.
• Ensure that relevant information is shared to field level through the WASH partners groups, attend field meetings to provide regular briefings on the data available and results.
• Regularly review effectiveness of methods to share information in an appropriate way (i.e. not all stakeholders have access to the same type of information systems) using internet, field facilitators, hard copies, verbal feedback at coordination meetings.
• Produce up-to-date governorate level 3W maps including existing and planned water and wastewater assets and resources, completed and planned projects and activities of sector partners, and results of key sector related studies.
• Liaise with local and national authorities on data – particularly to assess and access existing information.
• Undertake capacity building - training and other support - of partners, government and humanitarian personnel. This will be required on an on-going basis.
To qualify as an advocate for every child you will have…
•Two years of relevant professional work experience.
•Experience in capacity building in providing technical training to non-technical staff, and working/coordinating with a large number of partners.
•Experience working with UN and LCRP/Sector Coordination is considered an advantage.
•Fluency in English and Arabic is required. French is an advantage.
•MS Excel – strong knowledge of statistical, conditional, and text-based functions, pivot tables, integration with Access or other database applications (MySQL, Oracle);
•ESRI GIS software and ESRI products – strong experience in ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, Survey 123 and Collector for ArcGIS, data management and analysis toolboxes;
•Basic knowledge with Python API for ArcGIS;
•Demonstrated knowledge of GIS theory and core methods including relational database design;
•Proven technical expertise for managing data capture and storage, for analyzing diverse datasets, and presenting information in understandable tables, charts, graphs and reports;
•Knowledge of establishing and managing basic websites (e.g. UNOCHA’s Humanitarian Response platform);
•Proven skills in using map-making packages, data visualizing (e.g. Tableau), web design and software development are an asset;
•Experienced in using survey analysis software: SPSS, ODK, KOBO, FULCRUM;
•Experienced in using Adobe Creative Suite, particularly Illustrator;
•Experience with automation of tasks, ability to create new workflows to increase efficiency, ability to respond to complex problems with innovative solutions using new information systems.
