Danish Refugee Council (DRC) is a leading global displacement agency working in 40 countries, in conjunction with our specialist mine action unit, Danish Demining Group (DDG), which has been working in Afghanistan since 1999. DRC-DDG Afghanistan is part of DRC’s Central & South-West Asia (CASWA) region covering Afghanistan, Iran and Paki-stan. Within an overall strategic framework of responding to emergencies, seeking solutions to pro-tracted displacement; and tackling root causes, DRC-DDG Afghanistan’s current programming encompasses: mine action, emergency response, protection, armed violence reduction, and livelihoods. About the job:

 

The purpose of CCCM Coordinator’s position is to effectively manage the communal settings (spontaneous & informal sites and camps) in close coordination with local authorities, UN organizations, INGOs, NGOs and core competencies within the DRC (Protection, Livelihood, Emergency and Demining). The main duty of CCCM Coordinator is to ensure effective coordinated humanitarian response, equitable access to services and protection for displaced persons living in the communal settings, to improve their quality of life and dignity during displacement. The position will report to Area Program Manager and based in Herat.

 

Duties and responsibilities:

In this position, you will be responsible for the following:

 

Technical Oversight

  • Develop CCCM strategy and priorities based on thorough understanding of needs and context
  • Lead development, harmonization, and roll-out of SOPs, tools and guidelines
  • Develop and implement site assessment including service mapping & service monitoring
  • Lead assessments and identification of needs and gaps in relation to the ongoing CCCM response; ensure the involvement of all relevant actors in site needs assessment and analysis
  • Ensure that site management activities are coordinated, gaps and duplications identified and addressed -assess, verify, and map emerging assistance needs and protection issues
  • Support establishment or strengthening of IDP committees in settlements whose members are representative of the population, ensuring that representation takes into account Persons with Specific Needs, Elderly, Youth, Persons with disabilities, etc.
  • Provide staff with guidance and inputs on all phases of CCCM
  • Ensure that cross-cutting issues are consistently and adequately addressed, and protection mainstreamed in all sites

    Technical Line Management

  • Identify technical gaps and support capacity building for technical line reports and other relevant DRC staff
  • Develop training material and conduct trainings for relevant staff and when needed for other stakeholders (local authorities)
  • Participate in the recruitment of technical staff in the same field, when needed

    Program Development, Coordination, and Oversight

  • Lead, design and develop proposals to secure funding or expansion of the CCCM portfolio as per identified needs
  • Lead on developing assessments, including inter-sectoral assessments to inform evidence based planning
  • Map donor priorities within given sector and identify new opportunities
  • Ensure program standardization and sharing of experiences, lesson learnt, and good practices across all DRC-managed sites

    Quality assurance:

  • Oversight CCCM activities’ implementation; identification, resolution and/or escalation of issues
  • Develop and utilize CCCM monitoring tools and mechanisms to ensure efficient camp management and follow up
  • Undertake quality controls and site monitoring to ensure that services provided are according to international best practice standards and to measure progress against implementation plans of different sectors
  • Work to ensure adequate reporting and effective information sharing including by disaggregating data by age and gender

    Coordination and donor engagement

  • Ensure appropriate coordination with all humanitarian partners as well as with local authorities and structures
  • Ensure the establishment/maintenance of appropriate sectoral coordination mechanisms, including clusters, strategic advisory groups, and working groups
  • Act as main CCCM focal point
  • Provide technical input and support strategic direction of the CCCM level response within the humanitarian community
  • Report issues and challenges in timely manner, in coordination with APM
  • Liaise with local, regional authorities and relevant stakeholders

    Other

  • Raise any issues of non-compliance and assure compliance with DRC Standards and procedures

    Any other duties as agreed with APM

     

    About you:

     

     

     

    To be successful in this role you must have:

     

     

     

    Experience and technical competencies:

     

     

  • A degree in a relevant discipline;
  • At least 5 years proven and successful track record of humanitarian experience, including in camp settings;
  • Direct experience and/or broad knowledge of themes relevant to conflict-affected or post-conflict countries;
  • Strong knowledge of CCCM best practices and approaches;
  • Ability to work effectively as integral part of multi-disciplinary, multi-cultural team and to work with a wide range of counterparts, and other partners;
  • Proven coordination skills and experience engaging with clusters;
  • Proven experience of preparing project proposals and log frames for CCCM projects for donors;

     

     

     

    Education and Qualification:

     

     

  • Advanced university degree or equivalent in social sciences or in relevant discipline

     

     

    Languages:

  • English
  • Dari and/or Pashto - added asset
  • Must have outstanding oral and written communications skills and relationship skills.

We offer:

 

 

• DRC-DDG will offer the successful applicant a 1 Year contract, renewable dependent on both

funding and performance.

• Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment

for international staff. The salary is placed per DRC terms and condition for expat positions.
