Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Ukraine, UN Women works with the government, parliament and civil society in advancing gender equality through implementation of the national and international commitments on gender equality and women’s human rights. UN Women Ukraine implements interventions towards the realization of following strategic goals: elimination of violence against women and girls; implementation of women, peace and security agenda and gender responsive governance. UN Women works closely with the UN Country Team in integration of women’s rights and gender equality in all spheres of UN work.

To support the government in the restoration of governance and reconciliation in crisis-affected communities of eastern Ukraine UN Women together with UNDP, FAO and UNFPA is being implementing a joint programme (JP) “EU Support to the East of Ukraine – Recovery, Peacebuilding and Governance”, funded by the European Union. JP aims to contribute to peace, economic revitalization and reconciliation in Eastern Ukraine through social and economic recovery, with special focus on Government Controlled Areas of Donetsk and Luhansk oblasts.  The primary objectives of the programme are: 1) To enhance local capacity for gender-responsive decentralization and administrative reforms to improve governance, local development and the delivery of services; 2) To stimulate employment and economic growth by providing assistance to Micro, Small and Medium Enterprise (MSME) development through demand-driven business development services and professional skills training; 3) To enhance social cohesion and reconciliation through promotion of civic initiatives; 4) To support sector reforms and structural adjustments in health, education and critical public infrastructure to mitigate direct impacts of the conflict. UN Women is responsible for overall coordination and providing technical assistance to mainstream gender equality into all components of the Joint Programme.

Under the overall guidance and direction of the UN Women Representative, Programme Specialist will exercise  overall responsibility for planning, implementing, and managing UN Women interventions under his/her portfolio.  She/he works in close collaboration with the programme and operations team, UN Women Regional Office and HQ staff, Government officials, UN agencies, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio. 

Duties and Responsibilities

Provide technical, strategic advisory and programme development and implementation services

  • Provide of top quality policy advice to the programme team and partners on implementation of international and national gender equality and women’s rights commitments through the programme interventions.
  • Analyze the political, social and economic situation from gender equality and women’s rights perspectives and provide strategic advice to the management.
  • Lead the development of relevant strategies to ensure the effective in programmatic and operational work on Women, Peace and Security and gender mainstreaming in recovery, and governance and complementarities between various programme components and interventions.
  • Provide substantive advice and guidance on development and implementation of gender mainstreaming and women’s empowerment methodologies and tools.
  • Identify strategic programme areas of cooperation, support and interventions.
  • Design and formulate programme within the area of responsibility, translating UN Women priorities into local interventions.
  • Coordination of programme implementation with the executing agencies.
  • Analyze and present UN Women policies and their implementation in the programme.
  • Oversee and contribute technically to the Country Office and Programme Team’s work-planning and priority setting processes.
  • Prepare briefing materials for the Senior Management’s missions and participate in meetings and international events.
  • Undertake regular monitoring and technical support missions to the pilot regions,  troubleshooting missions, as requested to provide technical support and collaboration on programming and related issues.

Manage the Programme implementation and supervise the programme team

  • Manage the monitoring of programme implementation and finances using Results Based Management (RBM) tools; establish management targets and monitor the achievement of results.
  • Provide overall strategic oversight of planning, budgeting, implementing and monitoring of the  programme, tracking use of financial resources in accordance with UN Women rules and regulations.
  • Oversee the effective monitoring, measuring the impact of the programme and evaluation.
  • Monitor and analyze of the programme environment, timely readjustment of programme.
  • Prepare substantive, technical, progress, annual and final donor reports focusing on results, output and outcomes.
  • Supervise programme team, mentor and coach staff and conduct performance assessments;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Manage the technical implementation of the programme; ensure synergies with other teams;
  • Manage the submission of implementing partner financial and narrative reports;
  • Oversee field missions and review reports on monitoring missions;
  • Organize programme Donor Board meetings, review and/or evaluation meetings, as needed.

Lead strategic partnerships building and resource mobilization support

  • Implement the programme partnerships and resource mobilization strategies to achieve programme outcomes
  • Create and coordinate partnerships with the UN Agencies, and other inter-agency coordination mechanisms, government institutions, bi-lateral and multi-lateral donors, private sector, media, civil society etc.
  • Determine programmatic areas of cooperation, based on strategic goals of UN Women, Country Strategic Note and donors’ priorities.
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identify opportunities for cost-sharing.

Manage advocacy, knowledge building and communication efforts

  • Develop and review background documents, briefs and presentations related to the gender-responsive governance, recovery and Women, Peace and Security areas
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Coordinate the development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
  • Develop advocacy strategies and oversee their implementation, implement high-impact advocacy campaigns with key national partners.
  • Provide sound contributions to knowledge networks and communities of practice.
  • Organize technical trainings for the projects staff and partners.
  • Ensure documentation of the programme implementation process and products produced are in accordance with UN Women guideline
  • Represent UN Women in meetings and policy dialogues on issues related to recovery, governance and Women, Peace and Security as necessary.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in development-related disciplines, Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. 
  • A project/programme management certification would be an added advantage

Experience:

  • At least 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects;
  • Experience and knowledge of gender mainstreaming in recovery, gender – responsive governance, and Women, Peace and Security agenda;
  • Experience in formulating, implementing and, monitoring development programmes and projects
  • Extensive experience in managing a multidisciplinary team
  • Experience in results-based management  as specifically applied in the UN context is an asset.
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems.
  • Experience working with UN/UN Women, international organizations will be an added asset 

Languages:

  • Proficient knowledge of English language
  • Fluency in Ukrainian/Russian is a strong asset.
