HR Manager – Learning and Development

New York City (United States of America)

The Human Resource Section is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources management services, i.e. strategic staff planning, recruitment, staff administration, organizational design and learning/career development. The Human Resource Section is also responsible for the continuous development and improvement in human resource operations, policies, and methods to align with UN Women evolving business needs and for providing advisory support to the Executive Director in the formulation and implementation of UN Women's overall mission, strategy and plans of actions.

 
Under the guidance of the HR Director, the HR Manager - Learning and Development is responsible for the development, management and oversight of the learning and development strategic plans, products and services provided to the workforce.  These duties include the identification of organizational learning and development needs and priorities of the UN Women workforce, the development of plans and programmes, the coordination of learning events globally, the management of internal and external partnerships, advisory services and the oversight of the quality assurance of the learning and development services.

Under the guidance of the HR Director, the HR Manager - Learning and Development is responsible for the development, management and oversight of the learning and development strategic plans, products and services provided to the workforce.  These duties include the identification of organizational learning and development needs and priorities of the UN Women workforce, the development of plans and programmes, the coordination of learning events globally, the management of internal and external partnerships, advisory services and the oversight of the quality assurance of the learning and development services. 
,Develop and oversee the implementation of the UN Women Human Resources (HR) Learning and Development strategic framework, policy and operating procedures\:
  • Develop, review and implement organization wide, global learning and development strategic plans, policies and programmes related to the capacity development of the workforce and its career development;  
  • Conduct periodic organizational learning needs assessments and propose innovative solutions, including face-to-face traditional training, self-paced and guided instruction, e-learning and webinars, blended and modular solutions;
  • Guide the organization in prioritizing and developing learning plans and curricula with available resources, in coordination with stakeholders, and aligning with organizational strategic priorities. 
Manage the implementation of the UN Women Human Resources (HR) learning and development strategy and all global learning and talent development programmes\:
  • Develop and facilitate HR corporate learning and development programmes based on the global learning and development plans and policies;
  • Coordinate and manage the development of e-learning materials and ensure learner and focal point access to the global e-learning platform, including global access to mandatory courses and orientation programme;
  • Manage, monitor and report on UN Women mandatory course completion compliance;
  • Manage the development and facilitation of leadership and management development portfolio including the emerging leadership programme, the mentoring and coaching programme, and relevant training and talent development initiatives. 
Provide guidance and advisory services to internal partners\:  
  • Actively encourage the development of a learning culture and the creation of learning environments that empower the workforce to exchange knowledge and develop skills;
  • Advise HR Business partners, managers and Learning Focal Points on learning and development best practices and internal initiatives globally, as well as updates on the implementation of learning and development initiatives, including career development for staff;
  • Manage and develop skills and capacity of HR Business Partners, and internal regional and HQ learning focal points for improved facilitation skills and use of learning resources;
  • Provide technical guidance to subject matter experts, the programme management support team and other offices in the design and development of corporate learning and development programmes;
  • Ensure learning and development opportunities for all staff are widely known using outreach traditional and innovative communication platforms including the intranet, internet, external and internal working groups, and UN Women newsletters;
  • Work closely with the knowledge management section and the UN Women Training Center on Gender Equality to ensure synergies and leveraging of resources. 
Develop and manage external partnerships\:
  • Develop and maintain inter-agency partnerships by attending and contributing to inter-agency working groups on policy development and best practices related to training and development;
  • Actively develop external partnerships with the public, private, and academic sectors to ensure cost effective solutions, innovation and leveraging of resources;
  • Manage requests for interest, proposals, quotations for the outsourcing and contracting of learning services from external sources, and oversee related contract management. 
Report on and monitor learning and development activities\:
  • Ensure quality control of learning and development programme initiatives; monitor and evaluate the effectiveness of learning and development programmes and staff development;
  • Provide input and outcome data on learning impact regularly in reports to management and partners;
  • Keep abreast of best practices of professional networks, research, and international organizations learning and development benchmarks.
