The Danish Refugee Council (DRC) has delivered humanitarian relief and development programming in Yemen since 2008. DRC focuses on supporting refugees, migrants, and people displaced by conflict and natural disasters, working especially in areas with access challenges. DRC engages in protection, emergency, WASH, and mine risk education programming among other sectors, and has hub offices in Sana'a, Aden, Hodeida, as well as several other locations throughout Yemen.
- Overall purpose of the role
• Ensure the quality of the planning, implementation and follow up of all technical aspects of the sector activities being implemented by DRC
- Geographic scope: Base - Mokha
This role has a Base focus and ensures compliance to DRC procedures and guidelines within the area.
The role contributes to the development of base strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.
- Main responsibilities
Programming & Operations
- Ensure efficient and effective program implementation while following the budget and work plan
- Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors
- Provide technical and professional support to WASH field team and other DRC departments on water, sanitation and hygiene matters.
- Support governorate and district levels’ stakeholders for planning, orientation, training and other relevant activities on WASH issues.
- Support to form/reactivate and capacitate the CWMCs and school’s WASH clubs.
- Support to organize the various community level sanitation and hygiene campaign as well as manage all WASH supplies and the IEC materials for distribution.
- Facilitate the process of capturing, documenting and disseminating project experiences, achievements, good practice as lesson learnt, case studies and progress reports related to WASH to concerned stakeholders.
- Coordinate and engage with key WASH partners (especially GARWSP) and other stakeholders and ensure their participation at different stages of project implementation as required.
- Work as a WASH team member and maintain smooth coordination and communication with other projects’ staff members.
- Ensure gender equity and social inclusion in all aspects of WASH interventions.
- Responsible for technical quality control of constructed facilities
- Monitor and supervise construction companies contracted by DRC for work execution
- Coordinate with construction companies to ensure work is executed within the contracted execution period and does not exceed the contract amount
Coordination and representation
- Collaborate with relevant internal and external technical experts on sector relevant issues.
- Represent DRC at meetings and other relevant technical coordination meetings.
- Ensure integration with other DRC sectors
Project development
- Develop projects plan and tools.
- Project implementation and reporting.
- Monitor and evaluate projects.
Logistics/Finance
- Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up.
- Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
- Initiate procurements and ensure their execution.
- Ensure distribution plans are prepared and shared with logistics in a timely manner.
Supervisor responsibilities:
- Coordinates the daily activities of small teams, often comprised of subordinates and/or employees carrying out similar tasks.
- Implements the manager’s decisions through the work of subordinate employees, often playing a role in deciding how to do it; and how to achieve the objective set by the manager.

No direct reports, but supervises Assistant WASH Project Manager
- Required experience.
- Minimum 2 years of practical experience in sector area working for an INGO.
- Field experience.
- Excellent skill in MS Word, Excel, and PowerPoint.
- Advanced English proficiency.
- Required education
Relevant university degree (e.g. political science, international development, or economics) or equivalent professional qualification
