At WFP, we are looking for a talented Finance/Admin Officer to support our Finance/Admin Unit in Zalingie Sub Office, Sudan, to be hired on Service Contract at the SC 8 level.

KEY ACCOUNTABILITIES (Finance):

Under the direct supervision of the Head of Zalingie Sub Office. The Finance/Admin officer will perform the following duties and responsibilities:

1. Maintain awareness of corporate finance and resource management strategies and major ongoing programmatic initiatives, participating where appropriate using finance and resource management expertise.

2. Contribute towards the development of country specific plans and processes, aligned with Regional and wider WFP strategy, policies and processes to meet the food assistance needs of beneficiaries within the Country.

3. Report on key data for financial status and outcomes of projects in accordance with corporate governance requirements, ensuring accuracy, deadlines, and accounting processes are complied with.

4. Monitor budgets, and carry out forecasting for new and ongoing projects according to established corporate procedures and requirements.

5. Perform bank reconciliations, disbursements, clearance of receivables, overall cash management and monthly financial closures on a regular basis in accordance with corporate requirements.

6. Where necessary, deliver core administrative services, working with contractors and following standard processes to provide cost-effective, quality and timely services to WFP staff.

7. Where necessary, undertake basic human resource functions related to staff benefits, recruitment of local staff, and training.

8. Collate data and contribute to preparation of accurate and timely reporting, providing management with financial, staffing and resource usage information to enable them to make informed decisions.

9. Track and collate data to support others to improve policies, systems and procedures in order to minimize financial risks, improve the efficiency and effectiveness of operations, and ensure services are aligned with business objectives.

10. Contribute to the delivery of financial controls and insight into WFP performance, supporting periodic risk and internal control assessments to identify areas which may present potential audit, compliance or financial risks.

11. Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.

12. Represent unit/CO at internal meetings, external meetings and events with other UN agencies, banks and other financial institutions, or other partners and entities as required.

13. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

14. Other as required.

 KEY ACCOUNTABILITIES (Admin):

1. Contribute to a WFP country plan, including administrative processes, aligned with country and wider WFP strategies and policies to facilitate efficient and effective administration services.

2. Support the development of annual plans and implementation of policies, systems and procedures to support WFP strategic objectives.

3. Collate data and prepare data analysis to provide management and clients with the accurate information and reports for efficient planning and decision-making.

4. Support management of existing resources in the area of responsibility (e.g. WFP managed facilities, assets and travel management, etc.) and assist in identification of new requirements aiming at efficiency, cost-effectiveness and timeliness of operations and services.

5. Facilitate the compliance of the services provided (e.g. WFP managed facilities, assets and travel management, etc.) with the corporate Occupational Safety and Health Policy.

6. Support a culture of environmental sustainability throughout WFP by role modelling actions that drive sustainability in all administrative activities.

7. Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.

8. Maintain the partnership with WFP stakeholders, other UN agencies and local government offices.

9. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

10. Other as required.

Standard minimum qualifications:

  • This vacancy is open to qualified Sudanese Nationals Only.
  • Advanced University degree in Finance, Business Administration, Accounting, or related fields, or First University degree in the same subject(s) with additional years of related work experience.
  •  Plus, membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent is desirable.
  • At least one to two years of progressively responsible work experience in Finance/Adin roles is desirable.
  • Fluency in English and Arabic.

-                 Experience:

  • One year of experience in finance for holders of advanced university degree.
  • Two years of experience in finance for holders of first university degree.

Desired qualifications:

  • Ability to maintain discretion and confidentiality.
  • Tact, courtesy and good communication skills to give and receive information and work with a variety of individuals with different national and cultural backgrounds in a team environment.
  • Proactive working style and ability to learn quickly.
  • Ability to identify data discrepancies and rectify or escalate problems requiring attention.
  • Proficient in the use of office equipment and computer software packages, such as Microsoft Word and SAP.
  • Knowledge of work routines and methods in order to complete processes under minimal supervision.
  • Holding an English language proficiency certification is an asset.
