Purpose of the post

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. 

The Data & CRM Manager supervises all activities related to the data, working on relational databases, data flows, data warehouse and BI. CRM is also part of his/her mandate and he/she ensures coherent evolution of those platforms, their functioning, their constraints and the exploration as well as the related staff. 

Main duties and responsibilities

  • Ensure adequate capacity and knowledge regarding the forecasted workload of his/her team
  • Build and drive annual maintenance release plan
  • Construct sector’s roadmap in collaboration with the Head of Unit and other head of sectors
  • Manages the building, updating and evolution of the cartography of the applications he/she is in charge. Ensures the integrity of these systems according to the ICT roadmap and proposes evolution and simplification scenarios whilst taking into account all related factors (obligations, necessities and issues).
  • Coordinates synthesize and ensures the quality of agreed validations, and gives the relevant information to all necessary stakeholders
  • Organizes, manages, coordinates and arbitrates his/her technical staff and providers.
    • Evaluates the relevance and coherence of the projects in light of the target architecture and existing systems
    • Follow the projects to ensure technical consistency and their smooth integration into the infrastructure at the L3 level
    • Is responsible for ensuring the quality of the platform documentation according to ICT quality guidelines
  • Work with all the teams to carry out the tasks defined, according to the proposed schedule, with the technical teams, but also the business teams concerning the writing and execution of the non-regression tests

Education and experience required

  • Master Degree or Diploma in Engineering, or equivalent recognized in information systems.
  • 5+ years of experience based on BI (including data warehouse and data integration) and/or CRM, and with concrete and successful experience with Microsoft environment.
  • At least 5 years of experience in a managerial position.
  • Experience in conducting complex technical projects in one of or all the following fields: CRM, data warehouse building/migration, or BI.
  • Fluent command in both English and French.

Desired profile and skills

  • Concrete and meaningful experience as a senior technical leader with at least one of the following tools:
    • Tableau or PowerBI
    • Microsoft Dynamics CRM
    • Microsoft BizTalk Server or SSIS
    • Microsoft SQL Server or open source databases (MySQL, PostgreSQL)
  • Concrete experience with MDM (Master Data Management) would be highly appreciated.
  • Expertise in data warehouse (Inmon, Kimball or Data Vault) is an asset.
  • Knowledge of the operating principles of EAI and ETL, such as Microsoft BizTalk or Microsoft SSIS, is required.
  • Knowledge and experience with Microsoft SQL Server and Microsoft Project Server.
  • Experience with big data technologies (cloud or on-premises) would be a plus.
  • A common use of Microsoft TFS, particularly the management of PBI (creation, follow-up), would be an advantage.
  • Demonstrated experience in managing projects and integrating multiple change management initiatives.
  • Excellent interpersonal and communication skills, with the ability to negotiate with internal and external stakeholders.
  • Good experience in Agile and/or Scrum project management methodology.

Current environment

  • Managing a team of 10 technical experts.
  • Responsible for data flow management between all ICRC applications (including MDM) in an audited and controlled environment.
  • Support BI tools by using Tableau (end users) or PowerBI (technical users or data quality), based on a data warehouse.
  • In charge of maintaining all CRM applications (based on Dynamics CRM), internally as well as on private clouds.
  • Support SQL Server databases, as well as PostgreSQL and MySQL.
