Job Description

Job Title: Regional Director

Reports to: International Programme Director

Liaises with: All sections of the organisation

Job location: Dublin

Pay Band: 8 (68,147 - €80,173)

Contract: Permanent

Job Purpose:

The Regional Director will oversee and manage Concern’s engagement in quality long-term development work, emergency response and related advocacy activities. The position will contribute to the targets set out in the organisation’s strategic plan ensuring that our work with poor communities is central to the organisation

It is expected that our programme work will meet international operating standards and follow best practise.

Key Responsibilities:

  • Engage strategically with country management teams to deliver exciting and innovative programming in line with Concern strategy, policy and values.

  • Manage and mentor Country Directors, Desk Officers and regional staff to achieve a strong and highly functional team, for programmatic excellence and significant impact and influence in the region.

  • Ensure adherence to Concern policies, systems, standards and guidelines for effective management of organisational assets and resources in the Region.

  • Support Country Directors in security management.

  • Overall responsibility for budget and expenditure within the Region in accordance with approved budgets and authorisation limits and in compliance with Concern standards.

  • Manage Regional growth in terms of quality, impact and budget ensuring that co-financing is within the parameters of the agreed funding strategy.

  • Engage with donors to influence agendas and secure funding.

  • Support the development and roll out of evidence based advocacy strategies.

  • Ensure adequate human resources are available to the countries within the Region.

  • Ensure effective organisational learning across the region, countries and programmes.

  • Ensure programmes are monitored and evaluated to a high standard through effective M&E systems.

  • Develop key institutional linkages with international and regional bodies relevant to Concern’s work, proactively networking and exploring partnerships with such organisations, including Alliance 2015,to ensure optimum communication and programme success.

Skills and Experience Required:


  • Masters in Development / Management or equivalent

  • A minimum of 5 years in a developing country with at least 3 years’ experience as Country Director of a substantial complex country programme.

  • Security management experience

  • Emergency, Development and Advocacy experience

  • Programming experience

  • Strong management, analytical financial and communication skills

  • Strategic thinking

  • Ability to lead and work in a team

  • Flexibility – willingness to travel, sometimes at short notice.

  • Empathy with organisational goals


  • Ability to work through French desirable
