National Consultant on Gender Equality and Women, Peace and Security (Capacity Development) for the Ministry of Interior of Ukraine
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
One of the key areas of UN Women work in Ukraine is Women, Peace and Security (WPS). In partnership with the Office of the Deputy Prime Minister on European and Euro-Atlantic Integration, UN Women provides support to the national security sector institutions, including the Ministry of Interior, in implementation of the UN Security Council Resolution 1325 and the subsequent resolutions on Women, Peace and Security. UN Women supports the state institutions with the implementation of the Revised National Action Plan for Implementation of UNSCR 1325 on Women, Peace and Security for 2016-2020 (NAP 1325) , which represents the vision of the government for the gender-specific response to the conflict and its consequences. The NAP includes several areas of responsibility of the state institutions on mainstreaming gender into peace and security agenda, including: increasing women’s participation in peacebuilding processes and peacekeeping operations, conducting a gender assessment and providing gender-responsive services to people affected by conflict, combating conflict-related sexual violence, ensuring human rights and protection of women’s rights, among other priority actions.
The national security and defense sector is one of the priority national reforms under the?Strategy for Sustainable Development “Ukraine 2020”. The Government implements the National Security Strategy (2015-2020), adopted 26 May 2015, which aims to achieve the national security priorities, the reforms envisaged by the Association Agreement between Ukraine and the EU and the Strategy for Sustainable Development “Ukraine 2020”. The Strategy includes the protection of human rights among its goals. On 20 May 2016, the President signed the Strategic Defense Bulletin, which serves as a roadmap for the reform, to change the policy, planning and resource management systems, and introduce a new division of authority, functions, duties and responsibilities in defense. The Government is committed to implementation of the Women, Peace and Security agenda as a part of the reform.
To ensure comprehensive gender mainstreaming, as well as to institutionalize the implementation of the Women, Peace and Security agenda in the law enforcement reform, the Ministry of Interior has adopted the Plan on Actions for the Implementation of the UNSCR1325 for 2017-2020 with respective monitoring and evaluation framework.
To support the Ministry of Interior to further integrate and implement the Women, Peace and Security agenda, the NAP 1325, and the NATO-Ukraine partnership goal “Gender perspectives” within its work? and the work of Border Guards, National Guards, Emergency Service, National Police, and other law enforcement bodies under the remit of MOI, UN Women will provide expert support through the two national consultants on gender equality for further institutionalization of WPS agenda in the Ministry and its coordinated bodies.? The National Consultant on Gender equality and WPS will focus on two main areas of responsibility: providing support with policy advice on coordination and implementation of the Ministry’s action plan and supporting with institutionalization of capacity building initiatives in the Ministry. The national consultant on Gender Equality and WPS with the focus on capacity-building will be responsible for providing daily support to the Ministry of Interior with institutionalization of the capacity building initiatives by providing trainings and conducting learning sessions to support the various departments of the Ministry of Interior, as well as Border Guards, National Guards, Emergency Service, and National Police to improve their knowledge and skills necessary for implementing the Plan on Actions for the Implementation of the UNSCR1325 for 2017-2020 and their understanding of gender equality, women’s human rights and the women, peace and security agenda.
Duties and Responsibilities
Under the overall guidance of the UN Women Representative and direct supervision by the Programme Specialist, the National Consultant will provide day-to-day support to the Deputy Minister of Interior of Ukraine through technical advice and expertise in coordination of activities of the MoI Action Plan for the Implementation of the UNSCR1325 for 2017-2020. The assignment will include but not be limited to the following tasks developed in coordination with the Ministry of Interior (MOI) and UN Women:
- Under direct supervision of the Deputy Minister of Interior, develop a results-based work plan for the provision of advisory services, including tasks, indicators for measuring progress, as well as timeline;
- Advise the management on establishment and oversight of a system of gender awareness education and training programmes throughout MOI departments and Women, Peace and Security working group;
- Advise the management on the ways and practices of institutionalization of gender awareness capacity building programmes on Women, Peace and Security;
- Assess the staff needs for capacity building related to their respective responsibilities for implementing the Plan on Actions for the Implementation of the UNSCR1325 for 2017-2020 and facilitate the capacity building plan for different levels of staff across the ministry;
- Cooperate with the local implementing partner of UN Women, the support to the Ministry of Interior with promotion of community security and prevention of GBV in public spaces in Eastern Ukraine through the development of a comprehensive capacity development programme for law enforcement sector and the development of tools for prevention of GBV;
- Organize monthly learning sessions for the management and staff of the respective departments to increase awareness of issues related to gender equality, women, peace and security and the normative framework including UN Security Council Resolution 1325 and its subsequent resolutions, as well as tools and frameworks for monitoring and implementing the agenda such as through gender analysis, gender mainstreaming, NAP 1325, etc;
- Provide guidance regarding the integration of issues of gender equality, women’s human rights and the women, peace and security agenda, including UNSCR 1325, throughout all training activities and curricula in all departments;
- Provide substantive advice and facilitation to implement MOI’s gender equality related awareness campaigns and community outreach;
- Share information on training methodologies, tools and good practices related to implementation of the women, peace and security agenda and integrating gender into the security sector;
- Coordinate planning of conferences, trainings, learning sessions on issues related to UNSCR 1325 and gender perspectives for the MOI and its respective coordinated bodies;
- Proactively engage and support the various departments of the MOI to develop data collection mechanisms to support monitoring and reporting on progress achieved in implementing the Gender Equality Strategy and internal action plans on WPS and NAP 1325;
- Respond to internal and external requests for information about different learning activities and opportunities.
Monthly time-sheets and brief results-based progress reports based on the prior agreed work plan about implemented activities and achieved results with attached events’ supporting documents (agendas, lists of participants and reports) submitted.
Monthly, by 5th of next month; not to exceed 22 working days
Final report about the progress and achievements, lessons learnt and recommendations submitted
By 6 December 2019
*All reports should be submitted in English language and include the full set of supporting documents, such as training agendas and methodologies, handouts, lists of participants, etc. The supporting documents can be submitted in Ukrainian
- UN Women and the Ministry of Interior of Ukraine will provide the Consultant with background materials related to the assignment.
- The Ministry of Interior will provide the consultants with the space and access to the internal institutional documents.
- The consultant is expected to work using her/his own computer.
- Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager which will also be the basis for payment on a delivery by delivery basis to the consultant.
Payment will be disbursed on monthly basis upon receipt of the deliverables (as per above matrix) and their certification by the Ministry of Interior and UN Women Programme Specialist that the services have been satisfactorily performed.

Required Skills and Experience
- Advanced (Masters) degree in social sciences, law, public policy/administration, economics, development studies, gender studies or similar.
- Minimum 3 years of relevant experience providing capacity building and technical support on gender equality and women’s rights issues to the government, parliament, civil society, and/or international organizations;
- Proven knowledge of UN SCR 1325 and gender perspectives;
- Proven experience with organization and facilitation of learning sessions, like trainings, workshops and round tables with multiple stakeholders’ participation
- Previous professional experience with the United Nations would be considered an asset.
Languages and other skills:
- Ukrainian and English (Russian is an asset);
- Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.
Evaluation of Applicants:
Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Financial/Price Proposal evaluation:
- Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
- The total number of points allocated for the financial/price component is 30.
- The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 50 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
- Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30
- (S - score received on financial evaluation; F min - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
