It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in more than 40 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM strategy to support Syrian population is based on a regional approach around 3 main axes:

  • Support to refugee populations: primary, sexual and reproductive health and mental health care for Syrian refugees in neighboring countries through MdM clinics and support to local organizations.

  • Support to existing health facilities in Syria: emergency medical assistance to Syrian population in Syria through the support of networks of Syrian doctors or existing health facilities.

  • Support to displaced populations in Iraq and Syria: primary and sexual and reproductive health services for internal displaced populations through MdM Clinics and Mobile Clinics in camps and urban settings.

In Iraq, MdM is targeting IDPs in the Kurdistan region, Sinjar and Kirkuk governorate through mobile and fixed clinics supporting local partners and the Ministry of Health.

To support MdM response and the country missions in implementing and monitoring the activities, a Regional Representation Office based in Amman has been set up in 2013. In June 2016, the decision has been taken to promote this office into a full decentralized unit, in order to reinforce the support provided to the country mission as well as decentralize some support services in order to increase the quality of the services provided.
TASKS AND RESPONSIBILITIES:

Under the direct supervision of the head of regional unit in Amman, you will be in charge of the report and proposal coordination and the MoU development with local partners and MdM network members.

Your main responsibilities are to :

-Adapt the Regional Grants Tracker to each grant need (reporting deadlines, audit timeframe when applicable, evaluation, etc.) and liaise with the Public and Institutional Funding Unit and the Financial Direction

-Provide timelines and ensure timely submission of proposals and reports to RO/HQ/MdM members/donors

-Merge contributions from the various missions into joint proposals, amendments and reports

-In proposal development, consider donor compliance and guidelines to ensure adherence

-Be the focal point for donor and report related queries and liaise with missions, HQ and MdM network

-Attend donor meetings and relay information to the missions

-Ensure adherence to donor deadlines, including developing and disseminating timelines to relevant staff

-Explore capacity building needs for reporting and proposal writing, donor requirements and project cycle management amongst the missions; develop and deliver appropriate training

-Revise Memorandum of Understanding (MoU) with local partners and MdM international network members and ensure follow-up

-Liaise with the international network department regarding specific request from other members of MdM network

-Provide induction briefing to new mission staff or other visitors when delegated by desk managers

CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 3 months

Starting date: mid-March
Gross monthly salary: 2 500 euros
Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)
Transportation cost, vaccines and visas covered
Guesthouse housing
22.5 RTT (recovery days) per year
5 weeks of paid leaves per year.
Health insurance (60% covered by MdM and 40% by the employee)

Punctual teleworking agreement (after 6 months)

SKILLS AND EXPERIENCE NEEDED:
Master's degree in the following or related fields: Development, International Relations, Humanitarian Management
At least one year of experience in a similar position
Experience in writing of proposals/reports
Understanding of donor compliance, especially for ECHO, GAC, German MoFA, SDC and CDC
Good personal organizational skills, including time management and ability to meet deadlines as well as working under pressure
Excellent level of communication both written and oral
Demonstrated experience of coordinating and preparing strong narrative and financial reports for a variety of donors
Demonstrated experience developing multiple narrative and cost proposals simultaneously
Experience developing and working with project budgets

Languages: English fluent (oral and written). French and Arabic are an asset.
