EFSA is looking for an experienced Business Process Officer who will drive and coordinate process improvements throughout the organisation.

The successful candidate will ensure that EFSA’s scientific workflows and key business processes focus on customer satisfaction, delivering efficient and high quality outcomes.

She/he will play a key role in setting the vision with respect to the process and change management system driving EFSA’s strategic objectives, incorporating scientific workflows, business process management, document management and internal control systems.

She/he will act as a champion for innovation and continuous improvement throughout EFSA’s processes.

 
Your key responsibilities

 

  • As a key member of a multidisciplinary team, leading the process and change management activities covering EFSA’s processes, in a matrix approach with EFSA’s Departments. Your overarching aim is improving work processes and supporting EFSA’s transformation efforts, as well as ensuring adherence to customers’ expectations, while leveraging on change, process, project, programme and quality management capabilities;
  • Contribute with research, analysis, ideas, consultancy and corporate document preparation to the implementation of the EFSA Strategy 2020 and the development and subsequent implementation of the new EFSA Strategy 2027, ensuring that organisational development initiatives are appropriately integrated in EFSA’s processes and results based management framework, and aligned with strategic and business objectives;
  • Develop, define and disseminate a customized process management methodology ensuring a harmonized mapping, engineering, reengineering, and measurement;
  • As an internal consultant, continuously seek opportunities to improve and lean EFSA’s quality and process management system to meet EFSA and customer requirements and promote a harmonised approach across the organisation;
  • Coordinate the design of change management strategies, that support EFSA’s ambition to be a high performing organisation; including initiatives fostering a high performance and continuous improvement culture;
  • Build a culture of efficient process management targeted at value creation for the customer;
  • Lead by example, ensuring that the relevant stakeholders involved in process improvement initiatives and change projects operate in line with EFSA’s approach and values;
  • Contribute to maintain, control and develop the EFSA Integrated Management System, including the Quality Management System ensuring the ISO 9001:2015 compliance and the EU Internal Control Framework, among others;
  • Contribute to define the appropriate type of documentation (policies, Standard Operating Procedures, Working Instructions, etc.) to be further developed in order to standardize the EFSA’s processes.

Salary and benefits
 
EFSA can offer the selected candidate a contract of 5 years with the possibility of renewal. 
The successful candidate will be recruited as Temporary Agent Grade AD7 with the basic salary starting from € 6.128,51 monthly, subject to an annual review of remuneration provided for in Article 65(1) of the Staff Regulations.
 
In addition to the basic salary, EFSA offers a range of benefits:
 
 
  • Various allowances to which the successful jobholder may be entitled, such as a household allowance, expatriation allowance (16% of basic salary), dependent child allowance and education allowance. The salary is subject to a Community tax deducted at source and staff members are exempt from national taxation.

WHAT ARE THE SELECTION REQUIREMENTS

You must satisfy the following requirements on the closing date for submission of your application:
 
I. Eligibility criteria
 
1. General requirements

 

  • Be national of a Member State of the European Union, Iceland or Norway; 
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by laws concerning military service;
  • Be physically fit to perform the duties linked to the post;[1]
  • Have a thorough knowledge of one of the EU official languages and a satisfactory knowledge of another EU language;
  • Meet the character requirements for the duties involved.

 

 
2. Qualifications
 
  • A level of education which corresponds to completed university studies of at least four (4) years attested by a diploma.
 
OR
 
  • A level of education which corresponds to completed university studies attested by a diploma and an appropriate professional experience of at least one (1) year when the normal period of university education is at least three (3) years.[2]
 
3. Experience
  • In addition to the above, at least six (6) years of relevant and proven professional experience gained after obtaining the diploma. [3]
 
II. Selection criteria
 
1. Experience and knowledge
 
i. At least three (3) years of experience in process management;
 
ii. Extensive experience in driving continuous improvement through a quality and process management system and in promoting a harmonised approach;
 
iii. Experience in process mapping, engineering, reengineering, measurement, including dashboards and performance frameworks;
 
iv. Experience in facilitating business transformation, project/programme and change management;
 
v. Experience in corporate document drafting and coordination throughout the plan-do-check-act cycle;
 
vi. Knowledge by training or certifications in process management, process performance measurement and improvement, process leaning, provided by a national or international quality auditors  (e.g. BPMN and/or SixSigma).

[1] Before appointment, a successful candidate shall be medically examined by an institution’s medical officer in order that the European Food Safety Authority may be satisfied that he/she fulfils the requirement of article 28(e) of the Staff Regulations of the Officials of the European Communities.

 

[2] Only qualifications issued by EU Member State authorities and qualifications recognised as equivalent by the relevant EU Member State authorities will be accepted. In instances where diplomas are obtained from a non-EU Member State, EFSA may request the candidate to provide a relevant document of comparability issued by a recognised authority.

 

[3] Professional experience shall be taken into account from the date on which the person fulfils the minimum qualifications for engagement. Any given period may be counted only once (in order to be calculated as eligible, years of studies or professional experience to be taken into account shall not overlap with other periods of studies or professional experience). Professional activities pursued part-time will be calculated pro-rata on the basis of the certified percentage of full-time hours worked. Remunerated PhDs acquired in a field relevant to the job description can be counted as professional experience up to 3 years. Paid traineeships are counted as working experience.
