1.     Organizational Context

 

a.    Organizational Setting

 

The post is located in the Madrid Operations Support Service, Madrid Operations Division of the Madrid Registry, Brands and Designs Sector.

 

The Operations Division is responsible for receiving, processing and translating international trademark applications and associated requests, and for publishing and notifying data concerning those processes to the Offices of the Madrid Union, to applicants and holders of international registrations.

 

 

b.    Purpose Statement

 

As Head of the Madrid Operations Support Service, the incumbent is required to organize and manage the Service's activities relating to the classification and translation of international trademark applications, as well as to extracts from the international trademark register, ensuring high standards of quality, quantity and timeliness.

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Director, Madrid Operations Division.

 

 

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.  Manage the Service's portfolio of work and take responsibility for its human and financial resources, determining priorities and allocating resources for the timely and quality delivery of work products in accordance with WIPO's results-based management framework; develop and periodically review work plans, budgets, project plans and strategies; determine and track performance indicators to make sure objectives are met;

 

b.  Manage staff in terms of performance, career planning, training, mobility and change; foster a working environment that combines individual responsibility and team work and that promotes the achievement of individual and team objectives; provide support and advice to other staff in the Service on the handling of complex and contentious issues and ensuring the application of and compliance with approved rules and procedures;

 

c.  Develop the trademark classification policy for the Madrid Registry, in close cooperation with the senior management of the Registry, including international cooperation aspects;

 

d.  Lead the modernization of the translation process of the Madrid Operations Division, including the implementation of possible new languages in the Madrid System and increased reliance on new technologies;

 

e.  Establish and maintain process control mechanisms for the work performed by the Service; develop accurate and comprehensive management information on the performance of the Service to enable forward-looking reporting, analysis and decision-making;

 

f.   Document working processes and procedures of the Service, including the establishment of Standard Operations Procedures where appropriate;

 

g.  Research, negotiate, formulate and implement solutions to issues affecting the infrastructure, information technology and delivery of the services provided by the Service; keep abreast of new technologies and identify opportunities for innovation and re-engineering of business processes and systems; make recommendations to the Director with a view to improving, enhancing and modernizing the work of the Service;

 

h.  Represent the Organization and provide substantive expertise and advice at international, regional and national meetings;

 

i.   Perform other related tasks as required.

 

 

3.     Requirements

 

Education

Essential

Advanced university degree in IP, law, science, engineering or related discipline. A first-level university degree plus two years' relevant experience in addition to the experience required below may be accepted in lieu of the advanced university degree.

 

 

Experience

Essential

At least ten years’ relevant professional experience, including in an Intellectual Property Office or comparable working environment.

 

Experience with trademark examination/classification.

 

Desirable

Experience in an Intellectual Property Office.

 

Language

Essential

Excellent knowledge of written and spoken English.

 

Desirable

Knowledge of other UN official languages, particularly French, or of the language of a major user country.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the January 2019 rate of 70.0%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
