Contract Duration

Interns are required to work full time for a period of six months (to be agreed to prior to commencement). Internship placements shall not be extended beyond six months.

Organisational Context

The Trust Fund for Victims (TFV) at the International Criminal Court (ICC) was created by the Rome Statute (Art 79). It is governed by a Board of Directors, elected every three years by the Assembly of States Parties. The Board is supported by a Secretariat, which carries out the daily management of the TFV’s activities.

The TFV has been entrusted by the Assembly with two reparative justice mandates: (i) to implement Court-ordered reparations to victims in a convicted case; and (ii) to provide assistance (physical and psychological rehabilitation and material support) to victims and their families in ICC situation countries.

The mission of the TFV is to respond to the harm resulting from the crimes under the jurisdiction of the Court by ensuring the rights of victims and their families through the provision of reparations and assistance.

The strategic goals of the TFV aim to:

  1. Ensure reparative justice for victims to overcome their harm and transform their lives
  2. Facilitate assistance and reparations by ensuring financial growth and sustainability
  3. Advocate for the rights of victims in the international public domain
  4. Ensure good governance, accountability and transparency by creating an effective organisational structure

The mandate-related activities of the TFV are funded from voluntary contributions and donations. Reparations awards may be funded by asset recovery and fines imposed on convicted persons by the Court.

Donors can earmark contributions, at the invitation of the TFV, towards thematic activities (e.g., benefiting victims suffering harm from conflict related sexual and gender based violence or victims suffering mental harm), country programmes or specific projects, such as (components of) reparations awards.

In regard of resource development, the TFV functions as a multi-donor trust fund seeking stable and long-term partnerships, both public and private. Whenever appropriate and feasible in the operation of its mandates, the TFV acts as a grant-making mechanism to locally based implementing partners. According to the TFV Regulations, the TFV receives administrative support from the Registry. In as far as not determined by the TFV Regulations, the TFV’s financial-administrative practice complies with the Court’s relevant regulatory provisions.

Duties and Responsibilities

Under the guidance and supervision of the Fundraising and Visibility Officer (in absence: Associate Executive Officer), the intern will provide the support to the TFV activities, specifically in the areas of partnerships and resource mobilization. This includes the following responsibilities:

  • Undertake research and support the team on international funding trends and financing mechanisms, both public and private, in areas relevant to the reparative justice mandates of the TFV, including but not limited to peace and security, stabilisation and post-conflict recovery and transitional justice. Thematic focus areas include: victimisation of conflict related sexual and gender based violence, mental harm, physical rehabilitation, education and vocational training, and livelihood development;
  • Undertake donor specific research into priority policy/ funding areas, geographical spread, and partnership policies and, for private donor prospects, suitability in view of the TFV’s Guidelines for private donations;
  • Assist in developing partner-specific visual representations of TFV’s mission, goals, and impacts;
  • Liaise with the Court’s organs and/or external stakeholders on joint development of campaigns, events and outreach messages supporting the reparative justice mandates of the TFV;
  • Support donor reporting commitments, follow up and alerting on upcoming deadlines, provide support to review and quality assurance of narrative donor reporting;
  • Assist in administrative and substantive support to meetings, preparation of background documents, arrangements and follow up for upcoming events;
  • Perform other related duties.

Required Qualifications


  • Be enrolled in a graduate school programme (second university degree or equivalent, or higher); or have graduated with a university degree (minimum bachelor's level or equivalent) in marketing and resource development, international law, social sciences, international relations, development, public administration, business/management, communications, journalism or related field at the university level;
  • Strong academic background in research and reporting in relation to the above mentioned fields is desirable.


Internship placements focus on candidates in the early stages of their professional careers. Therefore, practical experience is not an essential prerequisite for selection. However, practical experience that is relevant to the work of the Trust Fund for Victims and/or the Court may be considered an asset. Experience from writing and data collection and analysis duties and working in an international environment desirable. A demonstrable interest in international criminal law, studies in transitional justice mechanisms, international relations, fundraising, donor reporting, programme development, is appreciated.

Knowledge, Skills and Abilities:

  • Interest and motivation in working in an international organization;
  • Good drafting skills, analytical skills in gathering and consolidating data and research for practical implementation;

  • Possesses strong teamwork skills (listens, consults and communicates proactively);
  • Has acquired a good standard of computer skills (including Microsoft Office applications).

Knowledge of Languages:

Proficiency in English is required and working knowledge of French is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is an asset.


Please note that the ICC is not able to provide participants in the Internship and Visiting Professional Programme with remuneration, nor is it possible to provide reimbursement for any expenses incurred during the internship or Visiting Professional placement. Accordingly, applicants must have the necessary resources or other financial support for the duration of the placement for which they have been selected.

If a State Party to the Rome Statute provides a donation to the Internship Programmes Fund, it may be possible to offer a limited number of interns a stipend for cost of living and travel. If funding is available, the Human Resources Section will conduct an assessment of the candidate determining eligibility for funding in accordance with the Court’s Policy on Internships and Visiting Professionals and relevant funding conditions. In order to be eligible, the applicant must, among other criteria, be a national from a country that is a State Party to the Rome Statute and appear on the United Nations Statistics Division’s list of developing regions.

Candidates eligible for funding shall receive detailed information and further instructions after the selection process is finalized. Stipends will always be agreed at the time of offering the internship. No funding will be provided at a later stage.
