Job Description

 Background/IRC Summary:

The IRC Emergency Unit leads IRC's global emergency preparedness and response activities. Our mission in the Emergency Unit is to help meet the immediate survival needs and reduce suffering in conflict or disaster affected populations during the acute phase of an emergency. To deliver on this mission, we need more high performing, experienced candidates to meet immediate emergency needs in the field of violence against women and girls prevention and response.  

Job Overview/Summary: 

As a Women’s Protection and Empowerment (WPE) expert responding to emergencies with the IRC, you will work closely with the Emergency Unit, with colleagues in Child Protection and Protection, with other IRC sectors, and in partnership with local communities to promote and protect women and girls’ human rights and to meet the safety, health and psychosocial needs of survivors of violence against women and girls. You will seek to understand the needs for women and girls and design programming that is responsive to those priorities, including through specialized case management, psychosocial support services, and prevention activities. 

If identified for a particular emergency program, you will be contacted by a recruiter to discuss availability, country program and terms of reference.

Key Responsibilities: 

- Design and lead quality, rapid assessments on violence against women and girls, and broader protection needs in emergencies, and develop recommendations for creative, context-responsive WPE interventions.

- Use the IRC WPE emergency response program model and other resources to design programming, prioritizing survivor-centered case management; clinical care for sexual assault survivors; individual and/or group-based psychosocial care; safe referral systems; and support to local women’s groups.

- Co-design and coordinate with colleagues in other sectors to reduce the risk of further harm for women and girls, and to ensure holistic response to the needs of survivors of gender-based violence (GBV). In particular, work closely with sexual and reproductive health actors – both those based in static health centers and mobile teams – to provide safe, accessible medical and psychosocial response to survivors. 

- Lead the delivery of high quality technical proposals and reports, in line with donor requirements.

- Design and implement monitoring and evaluation systems that improve program effectiveness through consistent reporting and analysis.

- Ensure through program design and practice, team capacity and behavior – that women and girls participate in the design and implementation of IRC programs, and that their access to services and programs is meaningful and safe.

- Working with the Violence Prevention and Response Unit technical focal points for emergencies, provide critical analysis of broader protection trends and highlight specific response needs for children and others disproportionally impacted by unequal power and violence. 

- Followthe IRC Code of Conduct and policies, particularly related to Protection from Sexual Exploitation and Abuse and Child Safeguarding. This includes ensuring that all members of your Child Protection team, volunteers and the communities with whom we work have clear, safe, confidential access to reporting mechanisms and support services.

- Coordinate with other agencies, local government, donors and other partners to promote
delivery of humanitarian assistance that meets global standards.

- Share lessons learned and program innovations to contribute to organizational learning on WPE approaches in diverse contexts. 

- Support media and communications activities as requested by field leadership and according to IRC guidance on media ethics and safety.

Minimum Job Requirements:


- At least five years of experience developing and managing GBV/WPE programming in
humanitarian contexts.

- Experience working effectively with agencies, local governments and community leaders and
develop multi-stakeholder support for humanitarian priorities and advocacy
initiatives.

- Demonstrated ability to identify creative and appropriate solutions for the populations affected by crisis, considering factors including the context and an individual client's developmental stage, gender and status.

- Previous partnerships and collaboration with Child Protection and Protection colleagues is an advantage.

- French, Spanish and/or Arabic language skills are an advantage.
