WASH Cluster Sub-National Coordinator – Unity State

About the role: This is a 6 month (possible extension subject to funding), replacement role with unaccompanied terms based in Bentiu, South Sudan with frequent travel to Juba and some remote field sites and with a salary of Grade 4 (€39, 219 - €43,577)

You will report to the Emergency Programme Director (EPD). You will lead and coordinate the implementation and strategic development of the WASH response in Unity state, incorporating risk and vulnerability, inequality and protection, in line with WASH cluster guidelines and terms of reference.

We would like you to start in February 2019.

Your purpose:

This position will be responsible for leading and coordinating the implementation and strategic development of the WASH response in Unity state. This role will support all WASH partners in their response development and implementation in area of responsibility. The post holder will work under the guidance of the National WASH Cluster, organise and act as secretary of the State-level WASH cluster meetings (chaired by the State ministry in charge) and attend national WASH cluster coordination meetings and other events wherever possible. In addition, this post holder will prepare response matrixes for the state for EP&R where gaps arise.

You will be responsible for:

Coordination & representation

  • In coordination and collaboration with Camp Coordination and Camp Management (CCCM), humanitarian clusters and partner agencies, develop and support plans for implementation, contingency and management of WASH facilities in Bentiu PoC site.
  • Participate in weekly and ad hoc Inter-cluster working group (ICWG) meetings, Humanitarian Coordination Meetings, Service Providers Meetings, and other Cluster meetings where WASH-related issues might arise;
  • Ensure partners harmonize response strategies by developing contingency plans, strategies that address current needs of beneficiaries in IDP site settings, as well as the whole state.
  • Coordinate overall WASH response activities in Unity state, including ensuring adherence to agreed standards and operational guidelines and terms of reference of WASH Cluster.
  • Ensure appropriate dialogue and consultation with WASH implementing partners, beneficiaries and host government, making sure where relevant they are involved and/ or informed in needs assessment, delivery of WASH services /assistance and development/implementation of durable solutions.
  • Organise and chair bi-weekly and ad-hoc WASH Cluster meetings, produce minutes and share them with appropriate entities;
  • Act as secretary of the State level WASH partners cluster meeting chaired by the in-charge State ministry representative, on a monthly basis.
  • Coordinate services delivered by WASH NGOs in accordance with agreed standards, area of coverage and identified needs.
  • Representing the WASH cluster in state level assessments, as well as IRNAs. The SNC will also be required to take field visits in different parts of Unity for fact finding missions as well as to offer support to partners (both technical and software, e.g. hygiene promotion.
  • Ensure integration and coordination with health, nutrition and NFI/shelter interventions in the state, in line with the on-going work on an integrated minimum package of interventions (Health, WASH, FSL and Nutrition) for famine prevention and response in South Sudan.
  • Liaise and support a network of WASH Cluster Site Focal Points based in different Counties.

Leadership

  • Provide information, support and guidance to the WASH cluster agency assessment teams to be deployed across the State.
  • Overall provision of technical and strategic guidance to the Cluster agencies and Concern’s WASH programme in Unity state.
  • Contribute to the development of strategies for the WASH cluster at State level that links to the National WASH strategy, including the on-going work on an integrated minimum package of interventions (Health, WASH, FSL and Nutrition) for famine prevention and response in South Sudan.
  • Support WASH partners in reviewing the management arrangements of WASH facilities in Bentiu PoC (e.g. community ownership or other arrangements deemed appropriate to the setting), by leading the development of strategic documentation through dialogue between partners and the community, with inclusion of other sectors and clusters (including CCCM) where relevant.
  • Coordinate the monitoring of services delivered by WASH I/NNGOs in accordance with agreed standards.
  • Establish an open dialogue with the relevant authorities to enable discussions on any matter that is related to WASH in and outside the PoC in the efforts to address WASH needs for the most vulnerable population.
  • Identify sector/cross-sectoral issues that might be preventing the achievement of WASH SPHERE Standards, and refer them to the appropriate agencies (WASH Cluster National Level, OCHA, other national Clusters, etc).
  • Assist, moderate and support the resolution of potential disputes between different types of agencies and groups on WASH/cross-sectoral related issues;
  • Represent the WASH Cluster at state level meetings with the government authorities as well as in donor visits and cluster team visits.
  • Support the WASH Cluster coordination team in organising field visits by prioritizing areas that need support in terms of coordination and preparing ToRs for such missions.

Technical Guidance & Information Management

  • Take lead on technical support and advise Managers and Officers of WASH implementing partners in both Bentiu PoC, Leer temporary protection site and rural environment on planning, design, and construction of WASH facilities and services, borehole drilling, development and construction.
  • Technically support the WASH cluster in organizing, executing, analysing and reporting on needs assessments and surveys
  • Support the national WASH Cluster in information management by encouraging collection of 5Ws, as well as Bentiu PoC WASH data;
  • Support Donors’ and Partner’s funding and activity planning by identifying gaps in the provision of WASH and avoiding duplication of activities in Bentiu PoC as well as in Unity State.
  • Assist the WASH partners in defining the standards and indicators that are to be applied in particular responses;
  • Provide support and guidance on identifying and promoting best practices and appropriate design and construction of WASH related facilities and systems, considering environmental, sustainability and appropriate technology issues.
  • Ensure timely reporting to the WASH cluster, WASH partners and Concern on the progress of implementation and performance of WASH response to achieve Humanitarian Minimum Standards in WASH sector.
  • Produce weekly activity reports to be shared with WASH Cluster National Team and Concern EPD.

Others

  • Support cross-sectoral periodic programme reviews in order to assess programme progress, capture lessons learnt and adapt programme strategies as necessary in accordance with Concern’s results-based management principles. Ensure mainstreaming of cross cutting issues/approaches throughout the programme cycle including: Accountability to Affected Populations (AAP), Gender, Protection, HIV and Aids, Rights Based Approach, Accountability and do no harm philosophy.
  • Adhere fully to the commitments and rules of Concern’s Code of Conduct and its associated policies, including the respect of confidentiality.
  • Report to the appropriate manager all violations of the Code of Conduct and its associated policies.
  • Other duties as agreed with the Emergency Programme Director.

Your skills and experience will include:

Education & Qualifications Required:

ESSENTIAL

  • At least a relevant BSc. degree (Water/Environmental/Civil Engineering)
  • Minimum of four years working in emergency settings for an international organizations in the field of WASH, with at least 2 year experience in the coordination and management of emergency WASH programmes.
  • Good experience and understanding of coordination roles.
  • Familiarity with Sphere guidelines and CHS.
  • Experience and sound understanding of the mechanisms required for ensuring WASH hardware sustainability and supporting rural communities to establish rural water tariff mechanisms in line with national government policies; as well as a good grasp of appropriate methodologies for achieving sustainable behaviour change in WASH.
  • Strong leadership skills that can relate to agencies and build sustainable relations between the WASH Cluster and partners (including the government agencies).
  • Capacity building experience, including identification of training needs and training experience.
  • Experience in Monitoring and Evaluation techniques and a good grasp of the project cycle management approach.
  • Strong experience of collaboratively working with various stakeholders including international NGOs, National NGOs, UN Agencies, Community Leadership Structures and Government agencies.
  • Excellent communication skills in English;
  • Proven experience in leading coordination meetings;
  • Proven experience in negotiation and mediation processes;
  • Good analytical, planning and time management skills.
  • Excellent computer skills, including Microsoft Word, PowerPoint and Excel.

DESIRABLE

  • Experience of work in South Sudan (camp setting) / Horn of Africa region.
  • Proven ability in report writing, research and documentation.
  • Familiarity with IT equipment, HF/VHF radios and security issues.
