Purpose of the Position\:

The tobacco control program aims to prevent the use of tobacco products among the general population and help those in need of quitting tobacco use.

 

Description of Duties

Under the direct supervision of the WHO Country Office of the focal point for tobacco control program and head of EFMHACA, the consultant is expected to\:

  • Serve as coordinator for  the planning and enforcement of  smoke free policies,  advocacy and public awareness activities on tobacco control in general and tobacco taxation changes and ratification of the WHO protocol on elimination of illicit trade in tobacco products in particular;
  • Conduct desk top situational analysis of key and priority components of tobacco control program specifically those  on smoke free laws, tobacco taxation, control of illicit trade in tobacco products, public awareness and education, health warnings, etc. to  identify bottle necks for making progress and propose recommendations;
  • Work with other partners to intensify promotion  for endorsement of  the revised proclamation and implementation of smoke free laws;
  • Work in collaboration with other partners such as regional and national civil society organizations (CSOs)  and any other tobacco control advocates to intensify promotion  for endorsement of  the revised proclamation and implementation of smoke free laws;
  • Assist the focal person for tobacco control at the WHO Country Office in planning, implementation and follow up of other tobacco control activities including those under other projects such as the Gates Project;
  • Develop advocacy and communication campaigns  to increase public awareness of the harmful effects of tobacco use, advocate for public support for smoke free laws and their compliance and involvement of the civil societies in tobacco control;
  • Develop strategies and guides to  help law enforcement stakeholders to coordinate and support enforcement of smoke free laws;
  • Conduct compliance  monitoring and evaluation of smoke free policies or laws  and health warnings;
  • Prepare monthly reports and financial mid-term and final report in collaboration with WHO CO and EFMHACA. Provide guidance or support for monitoring and evaluation of other tobacco control program implemented by the WHO Country office;
  • Support regular convening of national coordination meetings of tobacco control;
  • Facilitate direct financial assistance and FACE reports;
  • Undertake any other related task and responsibility assigned by the focal  point for tobacco control or supervisor;

Required Qualification

Education

Essential\: First university degree in Law or Economics;

Desirable\: Advanced university degree in Law or Economics

Experience

 

Essential\: At least one year of relevant experience in public health or social legislation, regulation or laws formulation or enforcement;

Desirable\: Experience working both with government sectors, NGOs, and UN agencies is an asset.

•             Demonstrable experience in tobacco control legislation and regulation formulation and enforcement program;

Languages\:

Excellent knowledge of both written and spoken English.

Expected Outputs\:

·         Monthly Technical Reports on Progress of implementation of Tobacco Projects

·         Situation Analysis Report on key components of Ethiopia tobacco control program (Taxation, smoke free laws, health warnings, elimination of tobacco  illicit trade in tobacco products, tobacco industry interference)

·         Guide or manual to help law enforcement agencies/institutions to coordinate and support enforcement of smoke free laws at all level;

·         Increased attention of decision makers in the endorsement of smoke free laws

·         Advocacy meetings and workshops with  high officials from MOFEC, FMOH, FMHACA, ERCA, and Federal Attorney General on tobacco taxation, smoke free laws, elimination of tobacco illicit trade, etc.

·         Approved tobacco taxation changes;

·         Ratification of the Protocol for elimination of illicit trade in tobacco products

·         Trained custom controllers and FMA staff on elimination of tobacco illicit trade

·         Increased collaboration with other tobacco control partners and stakeholders in Ethiopia.

 

Skills

Good management, leadership, communications, and interpersonal skills. Thorough knowledge of Ethiopia Legal system and proclamation approval processes; Ability to work in a multi-disciplinary and multi-cultural environment,  Ability to establish and maintain partnerships at organizational, local and international levels,  Demonstrated ability to write technical and scientific reports and to deliver oral presentations,  Strong analytical and problem-solving skills, Knowledge of WHO policies and procedures.

Additional Information

·         Type of Contract-Special Service Agreement.

·         Duration – For one year and half with possibility of extension.

·         Duty Station – Addis Ababa Ethiopia seconded in Ethiopia Food and Medicine Administration (FMA).

·         Annual remuneration\: NOA step 1 as per UN salary scale which will be USD 1,838.75/month payable in ETB at the prevailing UN exchange rate.
