OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (the Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

DESCRIPTION OF DUTIES

With guidance from the Manager, Director and IHM Programme Management Office\:

1. Provide support to the Unit in the areas of project planning, resource mobilization, implementation, monitoring and reporting.

2. Apply monitoring and project evaluation tools using critical programme performance measures necessary to maintain delivery of programme targets, and preparation of technical narrative and financial reports.

3. Coordinate the preparation of unit briefings, proposals, reports, communications and advocacy documents required for management and strategic decision making, oversee the analysis, consolidation and dissemination of project information.

4. Facilitate the timely development, finalization and submission of proposals, donor agreements and reports (both technical and financial), in accordance with donor requirements and deadlines, in coordination with the Programme Management Office.

5. Upon request, provide technical and managerial support and backstopping for emergency activities at any level of the Organization or scale of emergency.

6. Perform other related duties including replacing and backstopping duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in project management, public health or a related field.

Experience

Essential\: at least five years of relevant work experience at national and international levels in health project management or related fields. UN experience required.

Skills

- Good knowledge and skills on the principles and practices of project management;

- Demon strated knowledge of report writing, budget creation and management

- Excellent organizational and analytical skills combined with ability to multi-task and produce accurate results under pressure

- Good level of understanding of essential WHO policies, procedures, rules and regulations;

- Ability to manage information productively and translate them to practical and relevant actions;

- Excellent ability to communicate and work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain high standard of personal conduct.

- Proficient in standard MS Office software applications.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 59,151 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3505 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
